Consultations on land, women quota

Dimapur, September 29 (MExN): The Government of Nagaland will hold a consultative meet of the Civil Societies, the Tribal Hohos, Women group, Stakeholders, Policy makers and Public leaders at 9:30 AM on 8th Oct. 2010 at Naga Heritage Village, Kisama. This was informed in a press note issued by Chief Secretary Lalthara.
The consultative meet will focus on issues of vital importance for the people of the state. One of the main issues to be discussed pertains to land and its use. As the state embarks on the path of rapid development, it is important that the society resolves the divergent interest of the landowners and those of the public at large. A related issue to be discussed is the desirability of regulating the continuing private interest even after the land is taken over by the Govt for public purpose.

The other major area in focus would be the elections to the urban local bodies and reservation of women in urban local bodies. Election to urban local bodies being a relatively recent phenomenon occupied to village councils, the legal and institutional framework for constitution, continuation and dissolution of the elected local bodies needs to be harmonized with the constitutional provisions. Similarly, a consensus needs to be evolved on reservation for women in these local bodies in the light of mandatory constitutional provisions for women reservation in urban local bodies.

Since these issues are being debated in various forums without a consensus, a need has been felt to call this consultative meet to make a sincere effort to evolve a broad consensus on all these issues.

The meet will have an inaugural session followed by two parallel technical sessions, one relating to ownership of land and its resources and right of the government to regulate the public use, and the other relating to urban local bodies elections and reservations for women. 

The meet will be rounded off by a valedictory session. While the inaugural session will be graced by the Chief Minister as the chief guest, the technical sessions will have presentations and discussion on the specific issues in presence of resource persons drawn from a cross section of the society. The valedictory session is likely to be graced by Imkong Imchen, Home Minister. The consultative meet will be attended by public leaders, tribal representatives, NGOs, stakeholders, intellectuals, policymakers and prominent citizens of the state.
