Dimapur, June 22 (MExN): The state government continues to flout rules of contract allotment in the process, encouraging corruption and malpractice, contractors in Nagaland says.
According to the Nagaland Contractors & Suppliers Union, anomalies and irregularities continue to surface in all the government departments in allocation of contract and supply orders. The NCSU mentioned the government order on June 30, 1986 which stated that all contract and supply works in Nagaland should be awarded only to registered contractors/suppliers and under membership of the All Nagaland Contractors’ & Suppliers’ Union (NCSU). The order was corroborated by another order on October 4, 1995. Then on December 13, 1985 an order was set where it stated that government employees engaged in executing contract and supply works in the names of relatives or by using fictitious names is punishable under the Nagaland Government Servants’ Conduct Rules, 1968.
“Many instances have come to the notice of the NCSU such as malpractices in the process of allocation of contract/supply works in governmental departments without observing the formalities in spite of outstanding orders” a release from the NCSU executive stated. It was highlighted that the most common forms of these malpractices are table-tendering, allotment to unregistered member(s), government employees engaged in contractual and supplies work etc which are violations of norms of contract conduct, the NCSU pointed out.
Despite repeated plea and demand to the government for strict adherence and proper implementation, the government neither initiates action against erring officers nor has it proposed any corrective measures to curb malpractices, the NCSU lamented. Cautioning that the union is on vigil, it warned all government head officials to strictly adhere to the government’s orders in the matter in question. Failure to comply would compel the union to initiate an own course of action, it added.
