Cops charged for backdoor selection

Dimapur, November 10 (MExN): The culture of backdoor recruitment in Nagaland has seeped down to the police department itself. And in the power department as well. A number of persons appointed without proper merit-procedure have been detected in the Home Department (Police services).

Listing out these backdoor dealings, the Naga Students’ Federation (NSF) today shot off a letter to the Chief Minister for immediate revocation of the recruitment issuances and counter-action into the matter. Highlighting the state government’s clandestine appointments, the NSF letter mentioned 40 appointed candidates (Order September 7-29, 2007) under the department of power. The NSF also highlighted its concern on the appointment procedure of 37 Assistant Sub-inspectors (ASI), Sub-inspector (SI) and Armed Branch Sub-inspector (ABSI) in the police services and the 14th IRB (department of Home).

Furnishing the list, the NSF took strong note that the departments in concern are depriving many eligible candidates from appearing fair recruitment. This is a direct challenge to the working principles of the Federation, NSF reminded. The Federation also pointed out to the Chief Minister that considering advertisements, the Home department’s police services, is clandestinely recruiting candidates without basis of merit or proper merit. The Federation also disclosed that the concern department is ‘contemplating’ (backdoor) appointing 37 Assistant Sub-inspectors (ASI), Sub-inspector (SI) and Armed Branch Sub-inspector (ABSI) in the police services. This is in the issuance dated October 12 2007, PHQ, Kohima signed by ADGP Kire “under the chairmanship” of IGP (HQ) LT Lotha, committee member DIG Chasse, senior medical officer Dr. Adaho and member secretary AIGP (OP) Ramakant Gupta.

Further, the office memo dated Kohima August 23, 2007 to regularize contract-ad-hoc government servants on completion of three years in service, is in contravention of the Supreme Court’s directives, the NSF said. The NSF explained the reason: “…since the regularization of services are not in accordance to the procedure laid down under Article 14, 16 and 309 of the constitution as these are considered backdoor appointment.” 

The federation felt that the said appointments are random and “purely through backdoor.” It urged to requisition vacant posts to the Nagaland Public Services Commission (NPSC) and through appropriate channels. Reminding that emotions and sympathies should not be the criteria to decide recruitment, the recruitment procedures be adhered to for equal privilege and open competition. 

“Therefore, with seriousness we demand your sagacious and timely intervention for immediate revocation of appointment order vis-à-vis mentioned above; Any move of the government of Nagaland to ignore the demand, the Federation shall not hesitate to take any steps to safeguard our society” the NSF warned.
