According to a delayed report, a prohibitory order under section 144 CrPC was promulgated in Tseminyu town. The order was issued on April 19 by the Sub-Divisional Magistrate, Tseminyu, owing to a law and order situation that reportedly occurred on the night of the April 18. It was a clash allegedly over playing of loud music.
The order, which took effect at 6:00 am, April 19, cited likelihood of disturbance to public peace and danger to human lives and properties “as evident by some groups of individuals taking law into their own hands.” It restricted assembly of 5 or more persons and “carrying sticks, stones, machete firearms and/or weapons of any description or objects which can be used as offensive weapons” within the Tseminyu Town Council Area.
As per the Tseminyu police, there was an incident on the night of April 18 when one person was allegedly assaulted by two unknown individuals. The person, who was assaulted, had allegedly complained about loud music coming from a nearby house where preparations for an engagement party were on. The assaulters reportedly came from the engagement venue but this version of the story was still to be verified, the police maintained.
It served as the spark for further turmoil and took on a village versus village undertone. A mob also vandalised the house, where the engagement was on, on the night of April 19; following which the residents of the house were placed under protective custody. Prior to this, the police said that there was mediation between the two parties to resolve the issue but it ended in a stalemate.
As no formal complaint was filed by anyone, the police said that a suo moto case was registered and investigation was on. No arrest has been made, while the prohibitory order was still in effect at the time of filing this report.
