State-level workshop on capacity building held at ATI
DIMAPUR, MAY 3 (MExN): A one-day state-level workshop on “Institutionalizing Capacity Building: From Training to Performance Linked Governance” for Administrative Heads of Departments (AHODs) and Heads of Departments (HODs) from 16 departments was held at the Administrative Training Institute (ATI) on May 2. The workshop was organised in collaboration with the Personnel & Administrative Reforms (P&AR) Department and the Capacity Building Commission.
According to a press note, the workshop brought together departments that are part of the State Training Council and Apex Training Committee, as well as those with training institutes, to gather structured feedback on key themes. These included a unified framework for role-focused and performance-linked capacity building, strengthening training institutions, leveraging AI and technology for hyper-personalised learning, and revisiting cadre training in states.
The feedback collected during the workshop will be consolidated into a State Recommendation Report, which will be deliberated at the National Departmental Summit scheduled to be held at Lal Bahadur Shastri National Academy of Administration, Mussoorie, on May 15 and 16. The summit will be chaired by the Minister of State, Ministry of Personnel, Government of India.
The inaugural programme was chaired by Weku Zhiemi, Under Secretary, P&AR, while the keynote address was delivered by Additional Chief Secretary (Agriculture) and APC & Director General, ATI, V Shashank Shekhar. In his address, he stressed the need for governance to be practical and citizen-centric, stating that good governance should be action-oriented and solution-oriented. He added that governance is “basically about action and not so much about discussion.”
A presentation on the State Capacity Building Architecture was delivered by Livitoli Sukhalu, Deputy Secretary, P&AR, who also moderated the discussions. Advisor to the Capacity Building Commission, Ranu Mukherjee, and State Coordinator for Meghalaya, Manipur and Nagaland, Maibam Warish, interacted with participants during the session.
The programme was also attended by Joint Director Kaholi along with other officers and staff of the ATI, the press note added.
