Newmai News Network Imphal | March 4 Boards at State Level, District Level and Block Level have been constituted for the purpose of simplified issuance of Disability Certificates to the Persons with Disabilities in Manipur. The Director of Medical & Health Services, Government of Manipur, will be the chairman, with three member doctors, one specialist in the particular field for assessing disability, for the State Level Board. The Board will be at the Medical Directorate, Lamphelpat in Imphal. In all the districts of Manipur, the chairman of the District Level Board will be the Chief Medical Officer of the districts. Three members comprising of a specialist doctor in the field will look into the matter from the office of the Chief Medical Officers in all districts. Block Level Board which will be functioning from the Community Health Centres comprises of the Medical Officer in-charge of the CHC concerned with three (3) member doctors including a specialist in the field for assessing disability. An order issued by the Joint Secretary (Health & family Welfare), Government of Manipur, states that the concerned chairman of the State Level Board, District Level Board and Block Level Board will requisition the required number of specialist doctors from the health institutions/ hospitals located in the district headquarters under Health & Family Welfare Department and J.N. Institute of Medical Sciences, Porompat in Imphal wherever necessary for their induction as members in the Board for the purpose of issuing Disability Certificate. The chairman of the District Level Board and Block Level Board will consult the District Social Welfare Officers of the Department of Social Welfare, Manipur for payment of Travelling Allowance of the Board members. Further, it states that Persons with Disabilities will have to submit their applications in prescribed forms only to the concerned Medical Boards in their respective Districts/Blocks for Certificate for Person with Disabilities. All the constituted Medical Boards will have its sittings for one day every month to assess disability and resolve or only when adequate numbers of applications for Disability Certificates are received or when necessity arises to conduct outreach camps. When controversy arises cases can be referred to the State Medical Board but will not entertain direct applications unless referred by District Level Boards/Block Level Boards.
