Do you think the current Inner Line Permit (ILP) application system in Nagaland needs review? Give Reasons

Yes: 
•    Apart from tourist issue of ILP to those who comes to earn be it any profession should be limited, say for example 5000 person can be issued ILP for 2025 and another 3000 for 2026.Because if there is no limitations on ILP outsiders many will come in thousand or even in lakh and will register for some few hundred rupee which they will earn the amount in a single day and keep on renewing their ILP for many years. So I think reviewing of ILP should be given the ought most importance as of now.

•    Dimapur should be exempted from this due to the commercial aspect. Economy will gradually decline pushing the State Economy further behind. Checks on immigrant’s entry should be made stiff.

•    Firstly, many are reluctant to guarantor as it is said guarantor may face consequences if ILP holder commit a crime or misconduct behavior. Secondly, Labourers come and go staying for a short time. Therefore, not everyone can guarantee their stay or know their background and conduct. In short, Guarantor should not and cannot take full responsibility of an ILP holder. Therefore, guarantor system is vague and not practical.

•    Housewives, minors, or dependent family members often travel for personal reasons, visiting relatives, healthcare, shopping, or cultural events, and may not fit neatly into current ILP categories like "tourist," "worker," or "business." students, especially school-goers, may not have the documentation or independence required for current ILP types. Guardians accompanying students also face hurdles when there's no dedicated provision for such travel.

•    How can first time visitors be expected to have guarantors. This is absurd. The ILP is not meant to deter legitimate visitors but to maintain some check on illegal settlers and immigrants.

•    I am a business man and have several employees that travel daily across from Khatkati. According to the ILP requirement, I am supposed to have an Indigenous Certificate. But for a person like me who is not going to apply for government jobs, why should I need an Indigenous Certificate, which is required as proof only when applying for government jobs. This makes no logic for me. I don't have an Indigenous Certificate which is a mandatory document to be a guarantor. This needs to be reviewed immediately. There must be many business people who do not have the Indigenous Certificate like me, because the purpose of the Indigenous Certificate is only required when applying for government jobs.

•    In metropolitan cities like Dimapur, it is practically impossible to effectively implement ILP. The ILP system will become like the NLTP act which cannot be implemented. So to avoid such shame, better to strictly implement the ILP from Chümoukedima.

•    It needs to be made more stringent and effective.

•    Law enforcing agencies modality of execution should be review. Last month I was travelling to AP and there at check point (Naharlagun entry check gate) even the locals have to produce Aadhaar while outsiders are well scrutinised even at 4:00 am. No excuse.

•    Naga people have become so cheap and greedy. There are so many reports going around that some Naga individuals are willing to be a guarantor for a sum of money. If this is the case how can ILP be implemented in letter and spirit?

•    Since Aadhaar card is easily done and does not validate the citizenship of an individual, other documents like Pan card, voter's ID card, residential address, birth certificate can be used for obtaining ILP. ILP also should be strictly implemented in all the villages, validity and checking also should be done quarterly.

•    The fact that a guarantor can guarantee 10 persons is absurd. If we do the math, for a single Naga, there will be 10 non-Nagas. This system is flawed and defeats the purpose for its own existence.

•    The guarantor ID needs more than weeks to get approved

•    The ILP must be implemented strictly but at the same time the process of obtaining the ILP must be accessible and hassle-free. At the moment the ILP application procedure is in a mess. This shows the Nagaland government was not prepared. It is better not to implement a law if the Government is not prepared. Not only is there man-shortage in the offices, but they are ignorant of the law. Some immediate review is needed to overhaul the system.

•    The implementation feels rushed, and the ILP application process remains unclear for many. The guarantor requirement is particularly problematic, as few are not willing to risk future complications. Furthermore, the compulsory NRC provision for specific Assam districts, especially Karbi Anglong, is unreasonable and discriminatory, given its border location with Nagaland. Many people cross the border daily, and a significant number rely on Karbi Anglong to reach their villages in Nagaland, making it a crucial gateway.

•    The online application system is hopeless. It is ineffective and slow. It just goes on to show how backdated and outdated the Nagaland government services are. Time for change.

•    We should check if there's ramification.

•    Why because we the Nagas don't want to occupied our land like a Tripura by Immigrants people, and we aren't against our bros and sister of Indian citizens. Thank you.

•    The Nagas must stop believing that that ILP is the ultimate solution to the immigration problems because if history serves right Nagas have never stick to any agreements or laws (example- NLTP ACT). so no matter how robust the ILP system maybe the project will fail because of lack of enforcement, commitment by law enforcement agencies and the lack of support from public. As of now there is scrutiny by the police only when the press, media highlights the issue and after few days it all returns to normalcy. The only effective solution is in the hands of the public as nearly 85% of the land is privately own. Therefore Nagas must stop giving rents, business infrastructure to non locals. LIMITING OPPORTUNITIES is the only solution. ILP is not the solution to this crisis.
