Reminding that the Dobashis have served with British, Assam and Nagaland Government, the chief guest stated that the Dobashis’ are the ‘back bone of the administration’. He stated that the DBs, being the custodian of customary law and practices, are the mediators between the government and the public. He therefore urged upon the DBs to be well versed with the customary law and practices and to be honest and truthful in their duties.
Asserting that even during the British era, peace was brought through DBs and were regarded as the commanding authority by the British for their excellent service in the past, Yollow appealed and expected the present DBs to learn from the past and work for smooth, peaceful and proper functioning of the law and order in the State.
Emphasizing that the overall situation of the state rest in the hands of the DBs and GBs, he further appealed to them to work together for the future generation, as changes in a society cannot come suddenly at a time; rather it is an everyday process.
President Konyak Union, Manlip Konyak in his speech said that DBs are the translators and interpreters, and a strong instrument of the administration to communicate with the citizens for good governance. Asserting that customary law is a divine right and the DBs are the owners and custodians of the Naga customary laws, Manlip exhorted the DBs to be sincere and honest in their duties and responsibilities. Judgment of the administration is done as per the reports and verification provided by the DBs and therefore he said reporting wrong information would provide unfair judgment. He also thanked the organization for hosting the event at Mon and was optimistic that it would encourage and inspire the people of Mon particularly the DBs.
In his presidential address President NDBA, Thipuzhoyo Thira appealed to the DBs to have moral values and principles as a law enforcing agent of the Government and to preserve the Naga Customary laws. He also urged upon to desist from favoritism and nepotism and discharge their duties and functions with sincerity as per the Naga customary practices.
President of the Nagaland GB’s Association in his short speech said earlier during the British Rule the DBs/GBs were considered to be the backbone of the administration. But in the recent years he said the dignity and honor of DBs/GBs are fading away due to insincerity and bad character of DBs/GBs. He appealed to both the DBs/GBs association to continue to work collectively as husband and wife and cater to the needs of the people in promoting peace and tranquility in the society.
