
Kohima, May 6 (MExN): The Department of School Education (DoSE) of the Government of Nagaland has decided not to bifurcate Higher Secondary Schools from Elementary and Secondary Schools under the Department. This was decided after recommendations were made by a High Power Committee on the issue which the DoSE has chosen to implement within six months.
The decision to implement these was made by the State Cabinet on April 25 last. While ruling out “total bifurcation,” however, the State Government has decided that Head Masters (HMs) and Assistant Head Masters (AHMs) in composite Government Higher Secondary Schools (GHSS) “shall be re-deployed by way of transfer and cessation of posting in composite schools in a phase-wise manner.” The notification to this end was signed today by FP Solo, Principal Secretary to the Government of Nagaland.
It notified that Primary Teachers under DoSE will be included in the Department’s Service Rules, and that 30% of the total vacancy of Graduate Teacher posts will be reserved for promotion from amongst qualified Primary Teachers out of the total vacancy in a calendar year.
Meanwhile, the existing Deputy District Education Officers (DDEOs) will be re-designated and re-deployed under various capacities and functions “as deemed necessary and that with the right sizing function from the Directorate level.”
The existing 11 (Eleven) Assistant Director and 26 Sub-Divisional Education Officer (SDEO) posts will also be upgraded to the rank of Deputy Director. The SDEO will be considered in the level of Deputy Director.
Furthermore, a new system of a ‘Limited Departmental Examination’ for appointment to Nagaland State School Education Service to be conducted by the NPSC will be introduced.
Out of the total vacancies of Junior Education Officers (JEO)/AHM posts, 40% will be filled up through this examination and 60% through promotion from amongst the senior Graduate Teachers.
Primary Teachers who are Graduates with B.Ed., Graduate Teachers with B.Ed. and Post Graduate Teachers with B.Ed. will be eligible for the proposed examination, provided that they have completed five years of service.
The total length of minimum qualifying years has been reduced from 42 years to 29 years for Secondary Teachers (Graduate Teachers) and from the existing 34 years to 29 years for Higher Secondary Teachers (Post Graduate Teachers) for promotion to the level of Director.
Eleven SDEO posts have also been created for eleven Addl. Deputy Commissioner (ADC) Head Quarters where there are no SDEOs.
The supporting staff for the establishment of these SDEOs will be brought in through re-deployment of JEOs, Area Education Officers (AE0s) and rationalization of the Ministerial staffs in the District.
Graduate Teacher posts falling vacant during the freezing period shall be converted into Math and Science Graduate Teacher posts to meet the shortage of Math and Science teachers in the State.
All vacant posts of Graduate Teachers, after the complete conversion to Math and Science posts, will be recruited through Departmental Recruitment Board.
Meanwhile, another round of rationalization shall be carried out and Government High Schools with nil results for three consecutive years will be downgraded.
Govt serves show cause notice to NGHSSEA
Kohima, May 6 (MExN): The Government of Nagaland has given a ‘show cause notice’ to the Nagaland Government Higher Secondary School Employees Association (NGHSSEA) asking why it should not be “de-recognized” by the Government and action initiated against it.
The notice was issued today to the ‘President & Colleagues’ of NGHSSEA by FP Solo, Principal Secretary to the Government of Nagaland. The Association is expected to respond within seven days.
“The delegation of DDO power to an office or an establishment is the prerogative of the Government, and therefore, your actions and press releases regarding the same is viewed very seriously since it is against the laid down rules of the Nagaland Government Servants Conduct Rules, 1968,” stated the show cause notice. It also brought to notice that the decision to “withdraw DDO powers” was taken as per the Nagaland Rules of Executive Business, 2016 Part-I.
Thus, as per the notice, the NGHSSEA has “undermined your colleagues, the DEOs… thereby prejudicing the interests of the Department in particular and the State Government in general.”
The State Government, it further stated, has recognized the NGHSSEA with the condition that their “affairs are not considered to be in violation of the Nagaland Government Servants Conduct Rules, 1968.” In this regard, the Department has proposed to “derecognize” the Association.
The Government also found the Association to be in violation of the Nagaland Government Servants Conduct Rules, 1968, Para 25, 1, 2 & 3 (ii).
