Policy and fund vital to ensure roads maintenance
Dimapur, February 20 (MExN): The Dimapur District Planning and Development Board (DPDB) monthly meeting was held in the conference Hall of DC Dimapur on February 20.
Presenting the departmental activities, EE PWD (R&B) Tali Temsu Jamir explained in detail with power point presentation, the status of the 25 ongoing road works at Dimapur and also the ongoing road projects under CSS.
He observed that connectivity has been achieved up to a large extent yet felt that the burden of maintenance keeps on increasing. “It is an issue that needs to be addressed and solved at the earliest and political support for the change process to take place is needed,” he added.
The EE also suggested for levying cess on diesel and petrol to provide as maintenance fund.
Further, he observed that expected benefits in terms of social and economic development would materialise only with well maintained good transport infrastructures. He reminded that all roads require regular and timely maintenance no matter whatever technical designs are chosen. “One should not wait for the road to be damaged but rather start maintenance well in advance,” he maintained.
In the context of Nagaland, the EE observed that paucity of fund and non-existence of road maintenance policy posed as challenge which had led to the present bad conditions of the roads in all the districts.
PWD Housing Dimapur and Fire and Emergency services also presented their departmental activities.
Earlier, reviewing the last meeting minutes with regard to presence of brick kilns and stone quarries in and around residential areas and schools, a DIPR report stated that DC Dimapur Anoop Kinchi IAS, who is also the Vice Chairman, DPDB Dimapur informed a committee has been formed with DIC, Geology & Mining, Pollution Board, Labour Department and District Administration as members.
The departments concerned will oversee whether the factories and industries are being established as per the required norms and guidelines without posing threats to human lives and polluting the environment.
DC Dimapur suggested for setting up a committee to study why banks refuses to grant loans under PMEGP.
In the meeting, proposals for opening new schools namely Salt Brook School Tenyiphe- I, E- Khel, Chümoukedima, Amazing Grace School, Seithekima- A, Chümoukedima, Centurion School, Urra Village, Dimapur, change of nomenclature of Paramount Educate Montessori to Paramount Educare School were recommended to the higher authority by the Board members. The board members also agreed to recommend the proposal of Shem Education Society Diphupar for registration.
Power department and Nagaland State cooperative Bank has been entrusted to present their departmental activities in the next DPDB meeting.
