‘Gazetted Officers have moral responsibility towards the land’

Chakhesang Gazetted Officers’ Association (CGOA) president Vevo Sapu on July 6 said the CGOA is not only to safeguard and promote the interest of its members. It is a platform where one can be a part of system and work towards the betterment of this society.  

“As gazetted officer, we have an opportunity to serve our people by being a part of policy making and decision process particularly the senior officers who have reached the level of head of department or secretary to the government in the bureaucracy,” Sapu said in his presidential address during 19 general session of CGOA at State Academy hall.  

He said that junior officers can always participate in the planning process with their valuable suggestions which can be implemented with the approval of the government.  

Being an officer in the government machineries, he said, “I believe our role is not entirely determined by rules. It emerges from what people expect from us. We have moral responsibility that it is not simply to discharge our daily routine works of clearing files but to do something more with feeling for the land and our people and give our best to our community.”  

He also urged upon the member to be more effectively responsible to the needs and demands of the changing situations.  

He also stated that the present government policy on centralization as in practice is disadvantageous to the community who has less number of head of department to secretary to the government in the bureaucracy.  

“Because, in a centralized structure, all power of planning and decision making are exclusively in the hand of top level bureaucracy. In other words, it is highly bureaucratic as the decision making powers are not delegated to departmental, divisional unit or district head officers or low level organization. The power of subordinate employees and district head officers are almost diminished, they are helpless at the hand of the powerful bureaucrats.”  

He also stated that in ancient time, people used to run their organization in a centralized manner. But now the scenario has been changed completely due to rise in extreme competition where quick decision making is required and therefore many organizations have opted for decentralization.  

“Government used to change the policies to give equal benefit to all section of people, periodically or as and when required,” he said.  

Sapu also stated that more than a quarter century has elapsed since the inception of CGOA and yet it still does not have single IAS officer.  

Further, he challenged the officers to join hands and move towards new horizons with truthfulness and dedicated service above self-interest and makes the CGOA truly an instrument for the well being and advancement of the people.  

“Let us live up to the expectation of the people with our motto “Strive for excellence,” he said.  

Rajya Sabha, MP KG Kenye graced the session as the speaker. Chakhesang Public Organization (CPO) president Kekhwengulo Lea and Visielie Kezo, OSD (General & Budget), Finance Department, Government of Nagaland also delivered short speech.
