Dimapur, September 19 (MExN): The GBs’ Union of Dimapur has written to the deputy commissioner of Dimapur, highlighting notable events in the dispute between Jalukie Zangdi and Manglumukh village. The GBs’ verdict favors Manglumukh.
The letter informed what was stated as verdict of the “judicial council” of the union going in favor of Manglumukh village conveyed to the Dimapur DC on June 28, 2006 for necessary action. The letter highlighted some of preceding events of the dispute: Manglumukh village council filed a case on June 7, 2006 registered under the GBUD’s “judicial council” alleging land encroachment by villagers of Jalukie Zangdi. The issue was officially highlighted to the then DC of Dimapur and the SDO (C) of Dhansiripar sub-division and a physical spot-verification to that effect was fixed for June 24, 2006.
Besides officials of the GBDU, the verification was witnessed by the Head DB and a DB deputed by the Dhansiripar SDO (C), two head GBs from Daniel and Shikavi villages, council members and chairmen from surrounding villages and “public numbering about 100 observers” the letter stated adding that despite official pre-notice, Jalukie Zangdi failed to be present without notice. Further the Manglumukh council, produced all relevant documents as demanded since its establishments i.e., 1907, which was officially recognized by the then DC of Naga Hills AN Davi.
The GBs added that Jalukie Zangdi was established in 1986 without any valid approval or understanding with neighboring villages (recorded as habitual encroachers into neighboring village jurisdictions). The union mentioned that paddy fields within Manglumukh’s jurisdiction have been encroached into for 40 years in spite of mutual demarcations. Several official notices from the administration and police were also served to Jalukie Zangdi to refrain from encroachment but was not heeded, the union stated while informing that the notices are on official records. Moreover, the then Chief Minister SC Jamir, several VVIPs, administrative officers and NSCN sought to settle the issue amicably but to no avail. As such, a case was filed with the GBUD for verdict “according to Naga customary practise” it stated.
The union stated that Jalukie Zangdi claims Dhansiripar to fall under Peren district whereas the segment falls under Dimapur-III. Dhansiripar sub-division is inhabited by Dimasa Kacharis, Sangtams, Chakhesang, Angamis and Sumis “since ages back” the GBs stated. “To induce tribalism issue is totally against Naga principle…” the letter added.
The union then mentioned that “on humanitarian ground,” Manglumukh agreed to part with “some portion to Jalukie Zangdi but later the village always supersedes the decision whereas last year they created a situation with Xekiye village which nearly eroded in bloodshed had it not been averted through the intervention of NSCN/GPRN.”
The union stated that the August 28, 2007, “action of the NSCN” is justified and “free from all bias based on ground realities burning of houses as claimed was deserving due to non-cooperation of the accused village” the union explained. “Finally, it is to state that the verdict of GBUD goes in favor of Manglumukh village and as such the information was conveyed to the office of the deputy commissioner Dimapur on June 28, ‘06 for necessary action in the interest of justice and to avert communal uproar therein” the union concluded.
