The Government of India appears to have awakened recently on the North Eastern region, as its second Administrative Reform Commission which is on tour to the region, on Friday, promised to proffer holistic remedies to the multiple problems confronting it. “North East has its own unique problem. We are looking at how to provide democratic solution to all problems”, said Veerappa Moily, Chairperson of the Administrative Reform Commission, who visited Kohima with other members on Friday.
Amongst the several areas that the Commission is looking for remedial measures to the problems confronting the North Eastern Region, one prioritized area is the confliction resolution that will end protracted insurgency problem. Another area is the resolution of bad governance, which is expected to ensure transparency, accountability and corruption free governance.
It is also looking at how to converge the psyche of the people of the region with the rest of the Indian so as to instill spirit of oneness, Moily said. The Commission will be submitting their reports and recommendations on insurgency problem and its resolution to the Centre within 20 days.
The Commission which met state Governor, K Sankaranarayanan, Chief Minister, Neiphiu Rio, and other top government officials, NGOs and civil society was appreciative of the Naga customary law, terming it as alternative judiciary system and communitization of various government departments.
The Commission will also explore the feasibility of utilizing the Naga customary law and its judiciary system in other parts of the India, and how to further strengthen the communitization process. The commission also said during their daylong interaction with the government and intellectuals had given them an excellence input, which help them in preparing their next reports and recommendation.
So far the Commission has submitted recommendations to the Government on the five key issues, which includes RTI, National Rural Employment Guarantee Scheme, Crisis and Disaster Management, Ethics in Governance and Police Reform. Basing on these recommendations, the Prime Minister has appointed a high power ministerial group for its implementation, Moily added. Nagaland is the fifteenth state that the Commission visited.
