Earlier, Kevilenuo, OSD, Planning & Coordination department in her address pointed out that the declaration of 2008 as the “Year of Capacity Building” by the state government is aimed at upgrading the skills of government officers and sensitizing the officers to be more efficient, thereby improving the delivery system to the grassroot level.
Sensing the need to reach out to the grassroot level, she said the government has picked 16 NGOs to undertake capacity-building programmes in various fields. Approval for 35 more NGOs in the second phase is still awaited, she added. Stating that a capacity building package for young people has been designed to improve their skills and make them employable, she encouraged them to take advantage of the opportunities and excel in their respective fields.
Urging them to be serious and objective, she also advised them to desist from ‘consuming the seed money’ but to use it properly to gain maximum benefit from it. ‘If you are serious, the government is there to help you’, she declared.
