Govt issues guidelines for purchase of computers

Kohima, April 24 (DIPR): Nagaland Government has directed all offices and establishments to strictly adhere to the Government’s guidelines for purchase of computers and peripherals with immediate effect.

The guidelines have been issued as recommended by the Technical Committee and Purchase Board, constituted by the state government to look into the technical issues, terms and conditions of purchase and after sales service, rates and empanelling of firms based on open tender floated by the Department.

A notification issued by the Chief Secretary, Lalhuma dated April 19, 2007 said every Department, office or establishment should prepare an e-governance or computerization plan and purchase of computers and peripherals should be a component of this plan. The Government has empanelled firms who are eligible to supply computers and peripherals in offices under the Government of Nagaland.

The empanelled firms and authorized products for sale and area of service covered by each firm are also listed. Departments have been directed to purchase only from the empanelled firm and also note the approved products and area of operation while placing orders.

The empanelment is valid for a period of six months from the date of notification unless otherwise notified. The approved items, specification rates are also issued. The approved rates will be valid for a period of six months only from the date of issue of this notification.

It said, if any firm does not comply with the approved terms and conditions of supply resulting in complaints, the information in this regard may be sent to the Department immediately. The Department will verify the nature of complaint and take necessary action as deemed fit.

The firms supplying branded computers should produce valid Dealership Certificates from the principal company at the time of seeking or obtaining supply orders from the Departments. The Departments must issue terms and conditions along with supply or work order that should contain at least the terms and conditions prepared by the Government. On expiry of warranty the Departments may enter into an Annual Maintenance Contract with the supplier or any other empanelled firm capable of servicing the equipments.

The notification said, any other specialized equipment required by the department and not covered by the approved list may procure independently following prescribed procedures of floating open tender or procuring it at manufacturer’s rate with the approval of the competent authority.
