Govt. plan steps against excess appointment

Dimapur, September 24 (DIPR): A committee set up to suggest measures to contain excess appointment will be submitting its report by October 15. The committee is headed by Additional Chief Secretary Lalthara. 

Issues pertaining to submission of update incumbency list of employees by all departments with detail information, purchase of Government vehicles as per guidelines issued by the Government, assessment of major projects being implemented by the state government, implementation of schemes in the year of farmers and utilization of funds by various departments dominated the discussions of the bi-monthly meeting of administrative heads and heads of departments. The meeting was held in the Secretariat Conference Hall on September 21.

Chief Secretary Lalhuma informed that a committee set up under the chairmanship of Additional Chief Secretary Lalthara to suggest measures to contain excess appointment will be submitting its report by October 15. Basing on the recommendation of the committee, the government is expected to take a grip on excess appointment in various departments.

On the update submission of incumbency lists of employees, Lalhuma directed all departments to submit the same with detailed information such as name of employee, tribe, designation, date of birth, date of joining and date of retirement to the Chief Secretary with a copy to Principal Secretary, P&AR by September 30, 2007.

The incumbency lists of employees will reveal among others the representation of backward tribes in various departments of the state government.

Deliberating on proposals for purchase of government vehicles and furniture, Lalhuma insisted that all departments should indicate budgetary provisions, justification and reasons and asked to prepare appropriate memos for consideration by the high-power committee. He said that departments must follow the guidelines of the Government for purchase of vehicles.

Taking part in the discussion a Transport Secretary expressed concern over purchase of vehicles without approval of the HPC and not in accordance with the entitlement. Terming it as unfortunate and very serious, the Chief Secretary directed the Transport Department to examine the matter seriously.

Activities of Agriculture and allied departments and schemes proposed to be implemented in the Year of Farmers 2007 were also reviewed. Lalhuma directed the departments who have schemes to be implemented under the Year of Farmers to submit the proposals by second week of October 2007.
