Dimapur, November 28 (MExN): Nagaland Chief Minister Dr. Neiphiu Rio has written to Union Home Minister Amit Shah requesting immediate action on the clearance of Protected Area Permit (PAP) applications for international delegates attending the 26th edition of the Hornbill Festival, set to begin on December 1, 2025. He also reiterated the State’s long-standing appeal for the removal of the PAP regime from Nagaland.
In his letter, the Chief Minister stated that the Hornbill Festival, one of India’s most prominent cultural events, coincides with the State Commemoration Day and attracts thousands of visitors from within the country and abroad. He described the festival as a major driver of the State’s economy, contributing significantly to employment and livelihood opportunities.
This year’s edition will host representatives from six Partner Countries participating in cultural showcases, business roundtables and networking sessions. Rio said all preparations have been completed but the clearance of PAPs for foreign delegates remains pending with the Ministry of Home Affairs.
He cautioned that with only days remaining before the event, the delay has created “serious concern,” and sought Shah’s “immediate and personal attention” to ensure urgent issuance of the permits.
Reiterating his repeated request to lift the PAP regime, he pointed out that despite earlier positive assurances, the requirement continues to create procedural challenges for international tourists and adversely affects the State’s economy and image.
Highlighting Nagaland’s continued partnership with the National Democratic Alliance and its participation under the People’s Democratic Alliance banner, Rio appealed for support from the Centre. He said that lifting the PAP regime would improve ease of travel, boost tourism and further strengthen Nagaland’s integration with the rest of the country.
A positive intervention, he added, would send a “strong and reassuring message” that the NDA government stands firmly with the people of Nagaland in the shared goal of nation-building.
