Identify children with special needs: DEO

Dimapur | March 19 : A one-day orientation programme on inclusive education for disabled (IED) was held for headmasters and Sarva Shiksha Abhiyan (SSA) administration here at GHSS Nagarjan (Kuda village) on Saturday. Addressing headmasters and teachers of both private and government schools, District Education Officer, Dimapur, Asono Ndang, said that under the Right to Education Act, every child has the right to free and compulsory education from the age 6 to 14 years.

The DEO however said that Children with Special Needs (CWSN) or with disabilities remain uneducated because of the hindrances in the school physical environment. “These children may face hindrances in the form of inaccessible toilet rooms, classrooms, staircase, furniture etc and above all lack of awareness among the school authorities,” she said. The DEO also said that in Naga society, parent do not want to expose the disability faced by their children and fail to avail the opportunities and facilities provided by the government.
“Therefore, with great difficulty the department with the help of some NGOs could identify only 786 CWSN in the year 2010-11 and 1209 in 2011-12 in Dimapur district,” she said.
Informing on the flagship programme of SSA for CWSN, the DEO urged cooperation of all head of institutions, both private and government, in identifying children with special needs, so that together they can help CSWN to avail the opportunities. The DEO also made a number of suggestions to the school authorities to so that CWSN studying in schools feel more “comfortable and wanted.”
Firstly, not to deny admission to CWSN when they seek admission as it is their right to get education. The DEO said that while constructing school buildings, provision should be made for ramps and rails for locomotors and also for lowvision to have easy
accessibility.
Also, if there is any CSWN at the top floor it is always wise to shift the whole class to the ground floor for the convenience of the child.
She further stressed on awareness among teachers to identify slow learners and children with learning disability so the special coaching or concession be given to them.
District IED co-ordinator, SSA Dimapur, Tainla gave and overview of inclusive education in school. Director, Prodigal’s Home, K Ela and co-ordinator, Guardian Angels, Thomas also spoke on “CWSN: yesterday, today and tomorrow” and “Human condition on disability” respectively.
In a special presentation, two hearing impaired students Meren and Rodeno communicated with each other through signs and gestures.
