Dimapur, July 28 (MExN): All thanks to the deliberate delaying by the Nagaland delimitation commission in implementing the exercise, the Joint Action Committee of tribal Hohos has now decided to pursue full implementation. The JAC had earlier endorsed exercise on tribal population. However, with the Associated Members deliberately delaying the process, the JAC has decided to withdraw the endorsement and pursue the demand for full implementation based on the year 2001 total population.
An emergency meeting of the JAC was held at Kohima July 25 to review the impasse created by the non-cooperation of the Nagaland commission, JAC informed. This delay is obvious in the backdrop of the central commission issuing July 12 a letter to the Nagaland commission to expedite the process, the JAC lamented.
The central commission, in its desire to mutually settle the matter urgently after receiving the supportive recommendation of the three-member committee to delimit the seats based on tribal population, had directed the Nagaland government/associated members to furnish details of the tribal composition, the JAC informed. “However, the state government and the Associated Members ignored the direction again and kept on persisting on their unreasonable demand for status quo which they know is against the act.
“The JAC therefore unanimously (decided) to withdraw (the) endorsement to the tribal population and reiterate our demand for full implementation based on the (year) 2001 total population” the executives stated in a note. Another point the JAC raised is what was stated as the belied threat-perception impressed upon the central commission by the Nagaland members. The JAC stated that the Nagaland members, with ulterior motives, highlighted that implementation would cause bloodshed.
“Such irresponsible utterances are not expected of them (Nagaland commission) and at the same time it amounts to branding the peace-loving Nagas as lawbreakers and bloodthirsty people” the JAC fumed.
The JAC has urged the members to desist from making such “un-parliamentary” utterances as it only paints a bad picture of themselves and the Nagas in others’ eyes.
The JAC also expressed gratitude to the Supreme Court for passing the interim judgment of staying the Manipur High Court’s verdict for “re-census.” The JAC has expressed confidence that the five-judge bench of the Guwahati High Court would expedite disposal of the Chakhesang Public Organization’s PIL on the merit of interest of justice.
