Kohima, October 29 (MExN): The Joint Coordination Committee (JCC), comprising all major Nagaland Government Employees’ Associations, today stressed that its current campaign harbours no ill intent or ulterior motive toward any individual or organisation.
“The ongoing movement is solely to uphold meritocracy and transparency in public service recruitment and, above all, to ensure justice prevails for the greater good of all,” the JCC asserted, clarifying its position and appealing for support regarding the induction of IAS officers under the Non-State Civil Service (Non-SCS) quota.
In a statement issued on Tuesday, the JCC said the prolonged impasse stems from procedural lapses in screening candidates, despite the provisions of the IAS (Appointment by Selection) Recruitment Rules, 1954, and the IAS (Appointment by Selection) Regulations, 1997, which the Government has acknowledged.
The Committee noted that the Government also overlooked the Department of Personnel & Training (DoPT) Office Memorandum dated October 7, 2020, which instructs all departments to ensure appointments follow Supreme Court-mandated, merit-based procedures.
Reiterating that the movement has no personal or political motive, the JCC emphasized that its stand aligns with the Nagaland Public Service Commission (NPSC) and Nagaland Staff Selection Board (NSSB) Regulations, 2020, both designed to promote fairness and equal opportunity in public service recruitment.
It further cautioned that continuing a flawed policy that bypasses legal and procedural norms could undermine the purpose of transparent examinations and harm the state and society.
Acknowledging that democratic forms of protest may cause temporary inconvenience, the JCC appealed to the public for patience and understanding, stating that the effort seeks to correct a serious wrong and protect merit-based governance in Nagaland.
The JCC is comprised of the Confederation of All Nagaland State Service Employees’ Association (CANSSEA), Federation of Nagaland State Engineering Service Association (FONSESA), Nagaland Finance & Accounts Services Association (NF&ASA), Nagaland In-Service Doctors Association (NIDA), and Nagaland Secretariat Service Association (NSSA).
