Second day of fourth NLA session

Minister for home, Gaito Aye while replying to MLA Dr. Imtiwapang Aier during the second day of the fourth session of NLA on the present status of Rengma Nagas living in Karbi Anglong (Assam) today stated that normalcy has been restored in the troubled torn areas and displaced people were rehabilitated in their respective villages.

On being asked whether any talks have been held with the Government of Assam, the home minister stated that the Government of Nagaland has appealed to both the conflicting parties to restrain from provocative activities and co-exist in peace.

He added that chief minister has requested Chief Minister of Assam to re-settle the displaced Rengma Nagas and ensure that all relief and rehabilitation process reach out.

Aye also stated that the chief minister of Nagaland has written D.O letters to Prime Minister of India and Union Home minister drawing their kind attention on the plight of the Rengma Nagas living in Assam.

Improvement of dist HQ roads
Replying to question raised by MLA. K. Khekaho Assumi, minister for roads and bridges Kuzholuzo (Azo) Nienu stated that the improvement of the district HQ roads and town roads is proposed to be taken up in a phased manner as per the fund availability/allocation during the coming financial years.

VDB taxpaying households 
in Nagaland
Parliamentary secretary for rural development C. L. John while replying to MLA C. Apok Jamir said that there are 2,27,917 VDB taxpaying households in the state and there are 1,175 Village Development Boards in the state. The amount is allotted @ Rs. 66,000 fixed for VDBs having 66 households or below and Rs. 1000 per household for 67 households or above. He also stated that 7% service charge is deducted out of the amount allocated. Fund for the current financial year 2013-14 is yet to be released.

ISBT at Yimyu
Parliamentary secretary for transport P. Paiwang Konyak stated that construction of ISBT at Yimyu, Mokokchung was completed during 2011 and inaugurated on August 1, 2011. Replying this to MLA Dr. Imtiwapang Aier, Paiwang said that just after inauguration, the department put all out efforts to operationalise the ISBT at Yimyu by positioning required manpower and vehicles. However, due to non-cooperation from the travelling passengers and private operators it could not be operationalized till date. He said that the department is consistently pursuing with the district administration to operatinalize the ISBT at the earliest.

HPC on screening entrepreneurs 
for claim of transport subsidy
On the latest finding/report of the High Power Committee on screening the entrepreneurs for claims of central subsidy raised by MLA SI Jamir in starred question, minister for industries & commerce S. Pangnyu Phom stated that re-verification of the pre-audited list furnished by the Ministry was taken up and carried out as the Ministry of Commerce required submission of additional items like photograph of the promoter, the unit, photo and signature of verifying officer and compliance with the 44 checklist. The re-verification was completed in February 2014 end only. The SLC is in the process of examining of re-verified claims. He added that out of 489 claims, 367 claims have fulfilled the criteria while 122 have been rejected for being non-functional/untraceable or inability to comply with the 44 checklist.

Up-gradation of new schools 
approved under RMSA 
Minister for school education, CM Chang stated that 21 new schools have been approved under RMSA during 2013-14. Replying this to MLA Tokheho Yepthomi in starred question, the minister said that Rs. 506.44 lakhs have been sanctioned from GoI for the year 2013-14.

Fund received from GoI under RGGVY during 2008-13
Parliamentary secretary for power, Kipili Sangtam while replying to MLA Tokheho said that the Government of India has sanctioned Rs. 27,009.83 lakhs under the RGGSY scheme covering all districts during 10th & 11th plan. He also furnished copy of total amount released/expenditure incurred district wise from 2008-09 to 2012-13. He stated that payment is made to Turnkey Contractors through a/c payee cheque by the department, receipt secured by division office.

Total fund received from GOI under ICDP during 2009-14
Parliamentary secretary for cooperation Pukhayi Sumi replying to MLA Tokheho Yepthomi stated that a total fund of Rs. 3347.54 lakhs have been sanctioned from GoI under Integrated Cooperative Development Project (ICDP) scheme during the period 2009-10 to 2013-14. Fund sanctioned for district wise: Dimapur- Rs. 1766.34 lakhs, Mon- Rs. 785.10 lakhs and Zunheboto- Rs. 796.10 lakhs.

Rio lays AAR of finance, 
SIRD, DUDA, NRE, F&CS
Chief Minister Neiphiu Rio laid a copy each of annual administrative report 2013-14 of the departments of finance, personnel & administrative reforms, state institute of rural development, department of under developed areas, new & renewable energy and food & civil supplies on the floor of the House.

Minister for home G. Kaito Aye laid a copy of the Nagaland Police Telecommunication Organization Subordinate Service Rules, 2013. He also laid a copy of the annual administrative report of the home department.
Minister for PHE Noke laid a copy of annual administrative report 2013-14 of the public health engineering department (PHED). The annual report of Nagaland State Mineral Development Corporation Limited for the year 2002-2003, 2003-04, 2004-05, 2005-06 and 2006-07 including annual administrative report of planning & coordination, evaluation and geology & mining was laid by minister for planning & coordination, evaluation, geology & mining T.R. Zeliang.

Parliamentary secretary for veterinary & animal husbandry Yitachu, parliamentary secretary for power C. Kipili Sangtam, parliamentary secretary for higher education & SCERT Deo Nukhu, parliamentary secretary for economics & statistics, excise, legal metrology & consumer protection Torechu, and parliamentary secretary for co-operation, women development and sericulture Pukhayi Sumi also laid their respective department annual administrative report for the year 2013-14.
