An apparent leadership tussle in the NSCN-K (Khango) reared again. The reported impeachment of its General Secretary, Isak Sumi on January 4 by an order from President Khango Konyak was revoked by the Council of Kilonsers only hours later in the morning, on January 5.
The swift turn of events saw Khango loyalists reportedly placing Sumi under house arrest on the night of January 4, affecting the impeachment order. It was followed by what appeared to be hectic negotiations and mediation and the Council of Kilonsers convening an emergency meeting, which adopted a resolution to reverse Khango's order.
The reversal of the impeachment was informed to the media by Kilo Kilonser, Col (retired) T Athrong late in the afternoon.
Athrong addressed the media in tow with an organisational functionary, who identified himself as H Sema, Chief Secretary of the NSCN-K (Khango) setup, at the Thilixu Village Council hall.
According to Athrong, the emergency meeting was attended by top functionaries, including Tatars, Secretariat staff and army officers. The media address was to clarify the incident of January 4, he said.
He maintained that impeaching either a President or General Secretary is not in the NSCN constitution, based on which the Council of Kilonsers revoked the impeachment order in consultation with other leaders of the organisation. He added that the joint seating further adopted two resolutions, which was read out by Chief Secretary, H Sema.
While reading out the resolutions, Sema alleged Khango of engineering the impeachment by organising “some cadres and forcefully capturing the Ceasefire office of NSCN-K (Khango).” This was followed by the emergency meeting, which was chaired by Athrong.
The resolution said that the impeachment order was declared null and void since it was issued “without observing the Constitutional norms, without the approval and recommendation of the Council of Kilonsers or the Tatar Hoho and without acquiring two-third majority of the party workers at the behest of few rogue elements.” It added, “In the event of the failure on the part of the honourable President to nullify the impeachment order, the house unanimously resolve to impeach the President with immediate effect.”
According to Sema, the revocation was adopted with “overwhelming quorum of the Council of Kilonsers led by the Speaker and more than two third of the Government and party functionaries.”
They further claimed that the revocation was also endorsed by the Working Committee, Naga National Political Groups (WC, NNPGs), in which, Isak is a Co-convenor. They displayed a hand written note, bearing Convenor, N Kitovi Zhimomi’s name. The note termed Khango’s action as arbitrary and unconstitutional, while endorsing Isak as the “legitimate and mandated co-convenor of the WC, NNPGs.” According to it, Khango would have no place in the WC, NNPGs if he does not revoke the order.
