DIMAPUR, APRIL 30 (MExN): A joint representation by various organizations from Kiphire to the Deputy Commissioner has demanded “appropriate disciplinary action against the erring officer, Captain Vinod Bhuvan” over the April 28 incident. It further appealed for immediate investigation on the nature of the injury and the status of treatment given to victims of the incidents at the Traffic point and Assam Rifle gate in Kiphire. It further called for immediate medical compensation for the victims by both the Assam Rifle and the Nagaland Government.
The representation was signed by Yangkhaba Sangtam, Vice Preisdent of the USLP; Methre Yimchunger, President of the YTC, Kiphire; Tokuho Sumi, President of the Sumi Hoho, Kiphire; Horise Sangtam, President of the Joint Forum, Kiphire and all eleven ward Chairmen of Kiphire Town.
The note termed the incident as “unfortunate and regrettable.”
However, the statement clarified that the event occurred due to a “series of harassment meted out to the public in the hands of 7th Assam Rifles Kiphire post under the Command of Captain Vinod Ghuvan.”
It alleged that the AR had been continuously checking the personal belongings of the public. It informed that people would be “detained and frisked” and that “derogatory languages” were also used, thereby “hurting the sentiments and emotions” of the people.
The note also informed that in view of this, a joint forum of GBs and DBs of Kiphire had met the concerned Officer, Captain Vinod Bhuvan, Post Commander of Kiphire post on April 19. It stated that the forum appealed for the curtailment of such harassments being meted out to the public. “Capt. Vinod Ghuvan assured the visiting team to restrain while performing their duties,” stated the note.
The joint forum also highlighted the matter before the district level security meeting chaired by the Deputy Commissioner held on April 20. It informed that the meeting comprised of the district administration, district executive force, the Assam Rifles, SIB Officials and the Joint Forum at the Deputy Commissioner’s official chamber.
It added that despite such coordinated meetings and repeated appeals, the “physical torture inflicted on innocent youths without any rhymes and reason” was the reason behind the incident.
