Kohima Crusade: CM Rio regrets Franklin Graham’s absence; Renews call for PAP lifting

Nagaland Chief Minister Dr Neiphiu Rio expressed “deep disappointment” that Rev Dr Franklin Graham could not visit the State as his travel documentation and clearances were not obtained on time, stating that “these matters are beyond our control, and I sincerely apologise.”

Speaking at the crusade held under the theme ‘Nagaland united – A Gathering of Faith, Hope and Revival’ at Indira Gandhi Stadium Kohima this evening, where Graham had been scheduled to attend, he described the development as “a matter of deep concern.” 

He explained that the issue arose from the Government of India’s circular dated December 17, 2024, re-imposing the Protected Area Permit (PAP) regime for Manipur, Mizoram, and Nagaland.

While acknowledging the complicated circumstances in the other two States, he maintained that “the situation in Nagaland is entirely different.”

CM Rio said he had raised the issue at the NEC Plenary in Agartala on December 20, 2024, and again at a Cabinet meeting in January 2025, seeking a review and recommendation to the Centre.

He further pointed out that he had repeatedly written to New Delhi seeking permanent withdrawal of the PAP regime, noting that delays in obtaining permits continue to hinder foreign dignitaries and delegations, affecting their engagements and travel plans.

To this end, while welcoming the Centre’s temporary relaxation of the PAP from December 1–10 for the Hornbill Festival, he added that “it does not solve the larger issue.” 

CM Rio said he would continue to push for a full and permanent lifting of the regime, asserting that “our State deserves to be treated differently, based on the reality on the ground.”

Despite Graham’s absence, the Chief Minister expressed appreciation for the presence of Rev Robert Cunville, describing him as “no stranger to the people of Nagaland and the North-East,” and acknowledging his long-standing service to the gospel across India.

Welcoming Cunville and the team from the Billy Graham Evangelistic Association, he recalled their involvement in the historic 1972 Billy Graham crusade at Kohima local ground, which he had attended as a youth.

“Many in our State still cherish the memory of that crusade. It sowed seeds of faith, awakening and spiritual renewal that continue to bear fruit even today,” he said.

He also asked the team to convey Nagaland’s greetings to Graham, adding that the Nagas continue to hold fond memories of his father, whose visit more than 50 years ago left an indelible mark on the State’s spiritual history.

Addressing thousands gathered despite the winter chill, he said the fellowship reflected unity and oneness rooted in shared beliefs, values, and commitment to love and peace. 

As conflict, hatred, and violence continue to trouble the world, he maintained that believers have a decisive role in spreading the message of peace, harmony, and oneness. 

He remarked that irrespective of one’s faith or ideology, unity and peaceful coexistence remain the virtues that sustain societies and are the only viable path for humanity to survive and flourish.

CM Rio also expressed his indebtedness to the American Baptist missionaries who came to the region in the 1870s, sharing knowledge, faith, and compassion.

He emphasised the need for all Nagas to stand together as a united people and promote the spirit of brotherhood among themselves and with all who live in the State.

He thanked the Kohima Baptist Pastors’ Fellowship, the Nagaland Baptist Church Council, and the Nagaland Joint Christian Forum for jointly organising the programme. 

As Christmas approaches, CM Rio reminded the gathering to rededicate themselves to friendship, peace, and fellowship, and extended his Christmas and New Year greetings.
