Kohima: Police check gates directed to close down

Kohima, May 20 (MExN): In compliance with the notification issued by the State Government on measures to combat alleged illegal collection of money from the vehicles at check gates and at other locations in the state, the Deputy Commissioner Kohima Gregory Thejawelie, IAS has directed all Police check gates, in Kohima district except the existing, interstate check gates to be closed forthwith.

In the directives issued for strict compliance by all concerned within Kohima district with immediate effect, the DC Kohima on Friday stated that the check gates, set up by other Departments, including by Municipal and Town Councils, should also be immediately closed throughout the district, except the interstate check gate at Khuzama, which may function up till May 31 and beyond that date shall function only after obtaining a specific approval of the Home Department. 

“If anywhere in the district a check gate by any organization/group or private individual, has been set-up or functioning, for whatsoever reasons, that should also be removed/closed forthwith,” he directed. 

In the event of additional inter or intra district check gates required for unavoidable reasons by any Department, including, the police Department, in any part of the district, the matter should be referred through the AHOD/HOD concerned with justifications to the Home Department for consideration, and only after getting prior approval of the Government, the check gate will be set up by the Department concerned, the DC Kohima said.

It further directed that every Department concerned after closing the check gate at any location in compliance of this order, should dismantle and completely remove any temporary structure/building standing, at the location and being used by it, so as to obviate the possibility of anyone else misusing the structure/space left behind for illegal collections purposes. 

“The person in charge of any authorized check gate in Kohima district shall ensure that except the government employees detailed by the Department, no other private individual is present at any point of time in and around the premises/structure being used for the purposes of check gate. The presence of any unauthorized person/group at or near the check gate shall be considered as sufficient proof of everyone colluding for illegal collection of money and action as per law shall be taken against everyone,” it stated.

The PWD Department has been directed to put up prominent signages in local languages/English and Hindi at every check gate/point declaring that no payment other than required by any law/rule/provision, if applicable, should be made and that for such payments a proper receipt will be given. “The contact number of control room in PHQ shall be displayed prominently on the signages. The signages shall be erected and placed in such a way that they are prominently readable from a distance in day and night,” he added. 

Inspection Team to combat illegal collection
The Kohima District Administration had an emergency meeting with Police, Transport and IPR at DC's Office chamber, Kohima on May 20.

Deputy Commissioner Kohima, Gregory Thejawelie, IAS highlighted the notification in detail and briefed the members on the steps and measures to be taken up at the district level, stated a DIPR report, a DIPR report stated.

As per the Government's directive, an Inspection Team of the district was constituted with ADC (Hq) as the team leader along with Addl SP, Regional Transport Officer and District Public Relations Officer as team members.

The DC stated that the Team was constituted to conduct regular inspection of any functional unauthorized check gates and also to conduct comprehensive inspection of illegal collection of money taking place in the district.

Pointing out the important role of the Inspection Team, the DC stated that the team has to ensure that all concerned departments close down and dismantle any temporary structure/building standing at the location of unauthorized check gates within Kohima district.

All check gates suspended in Peren dist
To combat the alleged illegal collection of money from the vehicles at check gates and other locations in the district and in compliance with the notification of the Home Department, Political Branch, the DC Peren has informed that all check gates within the District including police check gates have been suspended with immediate effect from May 19. 

In this regard, he requested all to initiate necessary actions and ensure strict compliance with the notifications, stated a DIPR report.

 Furthermore, DC has convened a meeting of all concerned on May 24 at 12:00 noon at DC’s Conference Hall to deliberate on the aforementioned subject.
