Longleng: LDA missing, jail stinks, MDM stuck

PSC inspection highlights staff shortage, poor infrastructure, absenteeism

DIMAPUR, JULY 21 (MExN): The Phom Students’ Conference (PSC) on Monday released the official report of its Second Phase Inspection, highlighting the status of various government offices within Longleng district and calling for reforms in staff management, infrastructure, and service delivery.

The inspection, undertaken as part of PSC’s ongoing initiative to promote transparency, accountability, and effective public service delivery, covered key departments and involved direct engagement with department personnel to assess infrastructure, staff discipline, and operational efficiency.

In a press release issued by the Media Cell, PSC stated that the District Horticulture Office in Longleng was found to be functioning effectively. However, it noted “the urgent need for a Sub-Divisional Horticulture Office in the Tamlu Area” to improve accessibility and coverage of horticulture services.

The District Sports Office was recognised for actively promoting youth and sports activities. However, PSC flagged “critical staff shortages” and noted that the office was still “operating from a rented building.” Although land has been allotted for a permanent office, construction has not begun. “PSC urges higher authorities to expedite staff recruitment and infrastructure development,” the statement read.

The District Rural Development Agency (DRDA) was “observed to be operating smoothly and efficiently, despite recent officer reshuffling—reflecting strong internal coordination and management.”

The Child Helpline 1098, under the Social Welfare Department, received praise for its “strong work ethic and consistent staff attendance,” which PSC described as “an example in terms of operational discipline and commitment.”

At the District Jail, the PSC reported a “generally good working environment,” but raised concern about the “lack of adequate toilet facilities for both staff and inmates,” calling for “immediate rectification.”

In its evaluation of the District Education Office and the Senior Sub-Divisional Education Office (Sr. SDEO), the PSC commended progress in infrastructure and administration. However, it “raised serious concern over an LDA reportedly working from home without regular office attendance,” adding that such conduct “is unacceptable in a department of such responsibility.”

Regarding the Mid-Day Meal (MDM) Scheme, the PSC pointed out that delivery in the Tamlu area was hampered by “logistical challenges, including the lack of a vehicle and absence of a designated store.” It stated that “these issues continue to impact program delivery and require urgent departmental intervention.”

While acknowledging departments that showed “dedication and efficient service,” the PSC urged all government offices to “ensure the regular maintenance of attendance registers, proper reporting of staff postings, and adherence to official working hours.”
