Kohima, March 31 (MExN): In a major administrative shake-up, the Nagaland Government has ordered the transfer and posting of 18 Indian Administrative Service (IAS) and Nagaland Civil Service (NCS) officers across key departments and districts with “immediate effect.”
According to a notification issued by the Chief Secretary on March 31, the reshuffle involved a mix of transfers, postings, promotions, relief of additional charges and assignment of new responsibilities, covering senior officers from the level of Additional Deputy Commissioner (ADC) and above.
Among IAS officers, Kuko Mero has been relieved of his additional charge as Managing Director, NBDA, while Vineet Kumar, DC Wokha, has been transferred as Additional Secretary, Finance and IDAN. Dharam Raj, DC Zunheboto, has been posted as DC Tuensang.
Among NCS officers, Sara S Jamir, DC Niuland, has been transferred as Secretary, Science & Technology, while Lithrongla T Rutsa, DC Tuensang, has been posted as Additional Secretary, P&AR with additional charge of MD, NBDA. K Mhathung Tsanglao, DC Meluri, has been posted as DC Wokha.
A Zibenthung Kithan has been appointed as DC Meluri, while T L Kiusumong Tikhir has been posted as DC Niuland. Phuleshe K Yepthomi has been posted as DC Shamator, and Tiameren Chang has been promoted and posted as DC Zunheboto.

Several officers have also been promoted and retained in their respective departments, including Bendanglila (F&CS and LM&CP), Athrila S Sangtam (Transport), C Khanyang Imlong (Chief Secretary’s Office), Renbeni Ngullie (Nagaland House, Kolkata), and Theodore Yanthan (Social Welfare).
Avelu Ruho has been posted as Joint Secretary, P&AR while retaining charge of School Education until completion of the NECTAR project, and Zakabo V Rotokha has been promoted and posted as Joint Secretary, Higher & Technical Education.
Meanwhile, in another notification issued on the same day announced the realignments total of 56 NCS and Nagaland Secretariat Service (NSS) officers ranging from Additional Deputy Commissioners (ADC) to Extra Assistant Commissioners (EAC).
Taken together, the massive reshuffle, covering a total of 74 officers across the IAS, NCS and NSS cadres, coincided with the transition to the 2026–27 financial year, and is understood to be part of a broader administrative exercise to streamline governance, strengthen field-level administration and realign departmental responsibilities.
