Mandatory to upload photo of all houses completed under IAY and PMAY-G scheme

Nagaland’s rural development secretary Kelei Zeliang today said that it is mandatory to upload photograph of all the houses completed under the erstwhile IAY and now PMAY-G scheme.  

He said the Ministry of Rural Development with the support of NIC has developed an android based application called AwaasApp for uploading the photographs of house construction on AwaasSoft, adding that photographs captured through AwaasApp will be geo tagged.  

Speaking at the launching programme of Pradhan Mantri Awaas Yojana (PMAY-G) here at RD department conference hall, he told the BDOs across the state to get photograph the constructed houses in their respective block and do the necessity.  

He said to address the gap in rural housing and in view of government’s commitment to provide “Housing for All” by 2020, the scheme of Indira Awaas Yojana (IAY) has been re-structured into Pradhan Matri Awaas Yojana- Gramin (PMAY-G) with effect from April 1, 2016.  

In order to increase the awareness about the PMAY-G scheme, it is proposed that various activities may be taken up at different level of administration to generate awareness among the beneficiaries about the scheme and its benefits, he said.  

Highlighting some features of PMAY-G, he said while distributing annual targets priority may be accorded to village covered under SAGY, Rurban Cluster, Open Defecation free villages and where strong capital has been developed through Self Help Groups under DAY- NRLM.  

The identification and selection of the beneficiaries shall be done by the community through Gram Sabha, from the SECC-2011 list, based on the housing deficiency and other social deprivation parameters set by MoRD.  

He said the construction of house should be completed within 12 months from the date of construction.  

In order to maintain transparency, MoRD has shifted all scheme implementation procedure, reporting and monitoring to digital platform (AwaasSoft, AwaasApp and FTO.  

He said mandatory electronic fund transfer system will be used for all financial transaction of the scheme. All funds will be transferred by Fund Transfer Order (FTO) generate through AwaasSoft having digital signature. Only admin cost can be transferred to the DRDAs and payment for procurement of housing materials will be done electronically to the suppliers.   The Secretary lamented that SECC- 2011 data base of the state has some deficiencies (8160 beneficiaries are missing from the data base) which is being rectified by the MoRD and is on the verge of completion.  

He said that MoRD has communicated the state annual target and district targets will be communicated soon.  

Further, the state has written a proposal to MoRD for approving the department request to continue implementation of the scheme by providing assistance in kind and to make BDOs as one of the vendor for procurement of material of house construction.
