The United Naga Council (UNC) on Sunday announced a three-day “total shutdown” across all Naga areas under its jurisdiction from 12:00 am of April 20 to midnight of April 23, to mourn the deaths of two Naga civilians allegedly killed by suspected Kuki militants on Saturday.
The shutdown call, described as a “collective expression of condemnation,” was decided during a joint emergency meeting convened by the UNC with the All Naga Students' Association, Manipur (ANSAM), Naga Women Union (NWU) and district apex bodies in Senapati.
According to a UNC statement, the meeting was called in view of the “unfolding situation, outrageous aggression over our homeland and cold-blooded killing of Naga civilians.”
The meeting condemned the “barbaric incident of waylaying and killing of Naga civilians,” identified as Chinaoshang Shokwungnao (45) of Tashar village and Yaruingam Vashum (42) of Kharasom village in Ukhrul district. The incident occurred at TM Kasom village along NH-202 (Imphal–Ukhrul road), allegedly involving suspected Kuki militants.
The UNC stated that the attack on unarmed civilians travelling on a public highway was a serious crime and an assault on the safety and dignity of the Naga people. The meeting further described the incident as a “direct challenge” and a threat to their collective security and right to peaceful existence. The gathering also observed a minute of silence and offered prayers led by Thamdok Francis, President of the Chandel Naga People’s Organisation (CNPO), to condole the deaths.
Questions security measures
The meeting expressed concern over the handling of security in Naga areas and questioned the seriousness of the State Government. It noted that the incident occurred shortly after the Chief Minister’s visit to Ukhrul district and stated that the government bore moral responsibility.
The UNC said that during the shutdown, all public and private institutions, business establishments and vehicular movement would remain suspended, except for emergency services.
It further announced a candlelight vigil on April 23 from 6:30 pm in all Naga district headquarters and in Imphal to honour the deceased and reaffirm commitment to peace with dignity.
During the three-day period, the Council stated that Nagas in Manipur would suspend social and economic ties with Kukis in accordance with customary practices. The UNC also appealed to all Naga citizens, organisations and institutions to cooperate in observing the resolutions.
