Newmai News Network Aizawl | April 1 All non-Congress and opposition parties in Mizoram have alleged that there was enormous irregularity in the manner the Congress’ flagship programme, New Land Use Policy (NLUP), was being implemented. Speaking to reporters at a press conference here, State unit BJP president, Prof. J.V. Hluna alleged the NLUP programme, which was designed to cover all "poor sections" of society was lopsided and not inclusive as "majority of the beneficiaries belonged to Congress members thereby ignoring other party members". “NLUP programme is designed exclusively to cover all poor sections of society irrespective of party affiliation. Therefore, it should be made inclusive to cover all the beneficiaries even the non-Congress members,” he said. Prof. J.V. Hluna alleged that the State government recently gave Rs 400 lakh to 34 Congress MLAs, who were instructed to select beneficiaries from their respective constituencies "thereby ignoring the opposition MLAs who were not given funds for NLUP assistance." “This is a clear indication of the Congress’ nepotism in selecting the beneficiaries of its own party members,” he said, adding that "awarding of funds to Congress MLAs and giving them the authority to select beneficiaries thus violates the guideline of NLUP programme." Hluna also alleged that "unsystematic disbursement" of NLUP assistance leads to moral corruption and unequal distribution of wealth and development in the state. He said that 88.7 per cent of NLUP beneficiaries were Congress members, while 10.3 percent were neutral members and 1 per cent was non-Congress members. Hluna also said that tasking Congress MLAs with selecting beneficiaries also infringe NLUP manual as NLUP is not a discretionary fund. He also accused the Congress of making a ploy to woo voters through money power by distributing NLUP assistance. The State BJP leader also said the opposition parties would file complaint to President of India, Ram Nath Kovind, Prime Minister Narendra Modi and Union Home Minister Rajnath Singh with regard to irregularities in the implementation of the flagship programme. In the press conference, Hluna was accompanied by People’s Representation for Identity and Status of Mizoram (PRISM) general secretary Lalrinzuala Chawngthu and Zoram People’s Movement (ZPM) treasurer F. Rodingliana.
