More corruption figures come to light

DIMAPUR, DECEMBER 13 (MExN): A Joint Representation of Eastern Naga Students’ Federation (ENSF) and Nagaland Voluntary Consumers’ Organisation (NVCO) was addressed to the Secretary, Ministry of Home Affairs, Government of India demanding the cancellation of work for construction of Permanent Headquarter for 12th, 13th, and 14th NAP (IR) BN. at Chingtok under Longleng District, Yachang under Mokokchung District and Okhezong under Kiphire District respectively awarded to M/s. Singh Construction Co. & M/s. Perfect Construction.

Among several issues brought out by the two organizations, one of the objections was that the work was allotted without call of tender in public media or the press. This is a gross violation of both Nagaland Public Works Department’s Code as well as Central Public Works Department’s Code, it stated. 

Also the letter stated that as per the agreement of the work, the earnest money received from M/s. Singh Construction Co & M/s. Perfect Construction was reflected as Rs.5.00 lakhs. According to the letter as far as the Earnest Money in the Form F2 is concerned the contractor/firm was to deposit the amount of 1.5%, which comes to over Rs 3 crores for the three projects. 

This was termed as a clear violation of NPWD code and a clear case of technical corruption.

Another shocking instance brought to light was the difference in amount of the approved tender and the original estimated amount. For instance, as regards construction of Permanent Head Quarters for 12th NAP (IR) BN at Chingtok under Longleng District the original estimated amount was Rs 7589.820 lakhs and the tender approved total amount was Rs 32047.90 lakhs which is an increase of 322.25%. Similar was the case for the other two construction.
