Dimapur, Jan 24 (MExN): To club a bump on the head Nagaland’s chronic unemployment problem, if a proposal of Mokokchung ‘Naga Idol Deputy Commissioner’ Abhishek Singh is acknowledged with execution by the state government, a workable outline to ease the unemployed lot is on way. This, perhaps, might turn out to be a convincing blueprint to serve other districts a feasible model to ease the state’s index. Or for Mokokchung’s unemployed at least, if at all.
Mokokchung DPDB on January 24 approved in principle the adoption of a proposal of DC Singh, to launch Mokokchung District Employment Potential Project 2007 (MDEPP 2007). The DC’s proposal envisages a reinforced networking of policy-implementing machineries and the target group (the unemployed), with, of course, the cooperation of citizens in the target area. The core concept founding the proposal of the “Naga Idol Deputy Commissioner” is this: Identify the problem, plan a format, devise an action plan, network policy-implementing machineries and the target group and finally, on implementation, devise a channel for outsourcing the identified human resources not only to contiguous areas (districts) but outside (mainland/mainstream employment sectors).
“With increased incomes of all, there will be a greater demand for goods and services and this will further create more jobs and ensure that the economy grows. This is essential for growth and development. In order to enable the youth in finding the right jobs for themselves, it is felt that it is necessary to undertake a survey to determine the nature of human resource available,” DC Singh observes in his report while emphasizing determination of available employment potential of Mokokchung District.
“The kind of human resource existing in the society needs to be assessed and there is a need to match the existing human resource with the kind of jobs that exist in the society and ensuring that suitable candidates are able to access the available job opportunities and get themselves gainfully employed” he asserted.
MDEPP 2007 outlines for action the following points as Singh envisages: In the first phase, a survey will be undertaken in Mokokchung town, to find out details of youths seeking employment. For this a special format has been designed and is proposed to complete the survey with the help of few self-motivated volunteers.
In the second phase, the survey will be extended to the whole Mokokchung District. This will be done with the help of outpost Administrative Officers working in close association with Village Councils and self motivated youth. The data collected in the survey will be analyzed and employment potential of the district will be projected. This will enable us to know the actual potential and abilities of our youth as also their aspirations.
Depending on the profile generated and felt need of the youth, special trainings and entrepreneurial development programs will be organized to facilitate honing of skills and self employment. A project will be submitted to the State Government in order to assist the needy youth so that they can be gainfully employed.
The youth who are seeking self employment outside Nagaland or outside India in private sector will be assisted to find the right opportunities so that they can bring added income to the district. Tie up with the line departments will be facilitated so that the perceived needs of the youth can be addressed by the Departments to help employment. Emphasis will be on self-employment and creating wealth and equipping our youth in taking up jobs that are presently being claimed by migrants to the district.
The project will be supervised by a Core Committee headed by DC Mokokchung and includes Akok Walling, Limalenden, Tsukti Longkumer, Imlikumzuk and Supongasang.
