Kohima, May 17 (MExN): A National Departmental Summit on “Institutionalising Capacity Building: From Training to Performance Linked Governance” was held virtually on May 15, bringing together senior officials from across the country to deliberate on governance reforms, institutional strengthening and performance-linked capacity building.

According to an update from ATI Kohima, the summit was organised by the Ministry of Personnel, Government of India, in collaboration with the Capacity Building Commission (CBC).

Union Minister of State for Personnel, Public Grievances and Pensions, Jitendra Singh, attended the programme as chief guest. Chairperson of the Capacity Building Commission, S Radha Chauhan, delivered the special address, while the summit was chaired by Rachna Shah.

The summit was attended by senior officials from Administrative Training Institutes (ATIs), Central Training Institutes (CTIs), representatives from State General Administration Departments, Karmayogi Bharat and other institutions.

Discussions centred on four major themes — creating a unified framework for role-focused and performance-linked capacity building, strengthening training institutions, leveraging artificial intelligence and technology for hyper-personalised learning, and reimagining cadre training aligned with Capacity Building Programmes (CBPs).

The summit marked the culmination of a series of state-level workshops conducted across the country on the four themes, the recommendations of which were submitted to the Capacity Building Commission.

During the deliberations, emphasis was laid on strengthening citizen-centric governance, improving administrative efficiency, promoting digital initiatives and sharing best practices among states and institutions. Participants also discussed emerging governance challenges and collaborative approaches for effective policy implementation and service delivery.

Officials from Nagaland also attended the summit online. These included Additional Chief Secretary, Agriculture Production Commissioner and Director General of Administrative Training Institute (ATI) Nagaland, V Shashank Shekar, along with officers from the Personnel and Administrative Reforms (P&AR) Department.

Other participants from Nagaland included Additional Director ATI, Bendanglila; Joint Director ATI, Kaholi; Deputy Director ATI, Imlibenla Jamir; Lecturer (IT), Peter Konyak; and Under Secretary, P&AR Department, Limakumla.
