Nagaland Chief Minister Neiphiu Rio today presented the State Budget for the financial year 2025-26, with gross receipts estimated at Rs. 24,849.01 crore and gross expenditure at Rs. 24,699.01 crore.
Despite matching receipts and expenditures, the year is projected to close with a negative balance of Rs. 843.21 crore due to the negative opening balance from the previous year.
In a positive trend, closing deficit for the year 2024-25, initially projected at Rs. 905.78 crore, is now expected to improve to Rs. 843.21 crore.
While the gross receipts for 2025-26 are estimated at Rs. 24,849.01 crore and gross expenditure at Rs. 24,699.01 crore, resulting in a surplus of Rs. 150 crore (A-B), an outflow of Rs. 150 crore under the Public Account — funds the government manages on behalf of others (such as provident funds, small savings, and reserve funds) — offsets this surplus.
As a result, the Net Current Transactions balance at Rs. 0.00.

Major Announcements and Initiatives:
Nagaland Skill Mission: To train 5,000 youth in hospitality, tourism, banking, insurance, construction, healthcare, logistics, and drone technology wit allocation of Rs 5 crore.
Nagaland Tourism, Hospitality and Transport Scheme: concessional loans to establish 500 homestays and 200 tourist transport vehicles.
Drone Training and Logistics Programme: With an outlay of Rs 2.5 crore, to train youth in drone operations.
Artificial Intelligence and Research Centre: Establishment of a centre with Rs. 3.86 crore allocated.
Nagaland Solar Power Mission: With a Rs. 10 crore budget, encouraging rooftop solar installations and offering state subsidies of up to Rs. 50,000 per consumer.
Financial Inclusion: Support for opening bank branches in 20 unbanked blocks, with government transactions in these areas routed through newly established banks.
Chief Minister’s Life Insurance Scheme (CMLIS): To continue, with Rs. 15 crore set aside for premium renewal.
Roads and Transport:
-Rs. 55 crore allocated for the Special Road Development Programme.
-Rs. 30 crore for road maintenance.
