Takes decisions on Indigenous Inhabitant Certificate, ILP, and other issues
DIMAPUR, JULY 4 (MExN): The Nagaland Cabinet in its meeting held today took a number of decisions on the state of affairs including the recruitment policy of the State Government.
According to excerpts of the meeting, the Cabinet discussed the recruitment policy of the State Government and directed the P&AR Department to frame a policy for holding combined recruitment of Grade-C and Grade-D posts in all the Departments simultaneously and submit to the Cabinet for decision.
Further, the P&AR Department has also been directed to re-iterate its earlier order that appointment of Grade-D posts in the Districts will be filled by the respective indigenous inhabitants of the Districts only. All Departments should be directed to review all such cases of appointment and consolidate the proposal by the P&AR Department and submit to the Cabinet for decision.
The Cabinet also discussed appointment to various posts in all the Departments and directed the Chief Secretary to re-iterate afresh the earlier order banning appointments without sanctioned posts.
Action should be taken on the erring officers and they should be penalised as per rules, it resolved.
On Indigenous Inhabitant Certificate issue
On the issue of Indigenous Inhabitant Certificate in the State of Nagaland, the Cabinet has directed the Home Department to issue a clarification immediately on the orders issued by the ADC, Dimapur which should be in line with the Notification issued vide No. AR-08/08/76 dated 28-04-1977 clearly defining the criteria to qualify as an indigenous inhabitant of the State of Nagaland.
The Home Department was also directed to submit a proposal to the Cabinet on the issue of Inner Line Permit (ILP) streamlining for decision.
The Cabinet also resolved for enhancement of ex-gratia payment to the next of kin of Central Armed Police Forces/Army Personnel/Assam Rifles/Nagaland Police who suffer fatal and non-fatal casualties during counter insurgency operations, as proposed by the Home Department.]
On granting incentives to Government employees who have acquired higher qualification by availing study leave, the Cabinet approved to exempt the medical doctors in partial modification of the P&AR Department O.M. NO. AR-3/Gen-204/2009 dated 17th June, 2014 and restore grant of incentives to the medical doctors for acquiring higher qualification.
The Department was further asked to examine the issue of grant of study leave for specialisation and bring it before the Cabinet.
Further, the Cabinet discussed and approved the Nagaland Water Policy, 2016.
