Nagaland clocked over 1000 cr in GST in 2023-24 fiscal

Nagaland clocked well over Rs 1000 cr in Goods and Services Tax (GST) revenue in the 2023-24 fiscal. The Chief Minister, Neiphiu Rio disclosed the figure at the inauguration of a retail chain outlet in Dimapur on June 29.  Rio tipped the total GST collection at around Rs 1850 cr. This was however later clarified by a state Taxes Department official, who said that the actual collection for 2023-24 was Rs 1064 cr.  The state has an estimated 10,850 GST-registered business units.  According to Rio, before the GST regime, the state’s annual revenue receipts barely touched the 100 cr mark. He attributed it to Nagaland being a consumer state as opposed to manufacturing states, to which the taxes/revenue went under the earlier taxation regimes. If the CM is to be believed, Nagaland generated less internal revenue a year than the Guwahati Municipal Corporation (GMC) before the GST was introduced in 2017-18. In 2022-23, the GMC collected an estimated Rs 110 cr in property tax alone.  With the introduction of the GST, the tide has turned, with the tax going to the end-consumer state like Nagaland, he said. 

The GST collection in 2017-18 was around Rs 188 cr. (See Table)  As per the Statements under the Nagaland Fiscal Responsibility and Budget Management Act, 2005, laid in the Nagaland Legislative Assembly along with the Budget 2024-25, the GST revenue has witnessed an average annual growth of 134 percent since 2017-18.
