Nagaland: Communitization policy requires effective implementation

The Nagaland Government recommends:

•    Communitization committee at village level

•    Review of the policy every five years

•    Structural system to oversee the policy

•    Incentives for best performing committee

•    Penalty for non performance/non compliance

The need to usher in a more effective implementation of the communitization policy in Nagaland, along with a number of recommendations was mooted during the Civil Services Day celebration, which concluded here today at ATI Conference Hall.  

The concept of communitization was first introduced in 2002-03 and after enactment of the Nagaland Communitisation of Public Institutions and Services Act, 2002, the state government, in phase wise manner, handed over ownership and management of education, health care, water supply, electricity, tourism and bio-diversity conservation to the communities.  

During the thematic session at the two-day civil services day celebration, recommendation was made for formation of a ‘Communitization Committee’ at the village level. It also stressed on the need to review the communitization policy every five years for more effective implementation.  

Nagaland Chief Secretary Pankaj Kumar announced these new proposals during the valedictory function on Friday evening.   As per the recommendations made, the Chief Secretary said capacity building should not only be for the grass root level but for all, including the Heads of Departments, particularly for sensitization on communitization policy.  

“This should be for all departments and not just for communitised departments, the Chief Secretary said while adding that training and orientation of Village Development Board (VDB) secretaries was also required.

  Stating that communitization is a policy of the government and is not a programme, he said this understanding has to be sensitized to all the stakeholders.  

Other recommendations include the need to have a structural system for overseeing the communitization policy of the government; incentives/rewards on annual basis for the best performing committees.  

It also proposed that all communitised programmes should be through the VDBs while its rules and guidelines must be reviewed basing on priority of the community. It was further recommended that monitoring and supervision for all programmes should be made mandatory.  

In terms of accountability and transparency, it was recommended that guidelines should be evolved and penalty clause INSERT IGNOREed in the rules for non performance/non-compliance. Increase in VDBs deposit basing on performance may also be encouraged, it said.
