Nagaland: CTAN reiterates opposition to regularisation of COVID-19 appointees, seeks NPSC/NSSB route

Reiterating its opposition to the regularisation of COVID-19 appointees through a departmental screening committee, the Combined Technical Association of Nagaland (CTAN) today urged the State Government to revoke the August 18 order concerning the issue and immediately requisition the posts to the Nagaland Public Service Commission (NPSC) and the Nagaland Staff Selection Board (NSSB).

A total of 280 contractual health workers are included in the notification, comprising 98 Medical Officers/Junior Specialists, 21 AYUSH Medical Officers, 3 Junior Dental Surgeons, 124 Staff Nurses, 6 Laboratory Technicians, 10 ECG Technicians, and 12 OT Technicians.

In a representation addressed to the Chief Secretary, the CTAN noted that the regularisation was approved by the State Cabinet on August 7, 2024, but maintained that the Gauhati High Court’s judgment of August 1, 2025, dismissed the petition concerning the matter without issuing directives to the Government to regularise the posts.

Meanwhile, the Association also pointed to another Court order of July 22, 2025, directing the State Government to conduct written examinations and viva voce for six posts of Research Scientist, given the absence of service rules governing the cadre. It emphasised that the Court’s directive applied specifically to Research Scientists and not to the other advertised posts.

Quoting NPSC Rule 9(4), the Association reminded that technical and non-technical posts carrying the pay band of Rs 5,200–20,200 with a grade pay of Rs 2,800 and above must be requisitioned to the NPSC for open examinations. Proceeding with regularisation outside this framework, it argued, would violate recruitment norms and deprive aspirants, particularly medical graduates, of fair opportunities.

Stating that the issue requires “no further discussion but timely and wise decision,” CTAN demanded the cancellation of the August 18 order and the requisition of all advertised posts to the NPSC and NSSB in line with the declared vacancies.
