Kohima, March 31 (DIPR): The Urban Development Department in a notification informed that in pursuant to Government of India, Ministry of Urban Development and as per amended Guidelines of Swachh Bharat Mission-Urban (Section 11.2.1), the Government of Nagaland has constituted the State Level Advisory Committee (SLAC) under SBM-U to discharge the powers and functions of the State High Powered Committee (SHPSC). The State level Advisory committee will consist of the following:
• Secretary, Urban development Department- Chairman
• Secretary, Public Health Engineering Department- Member
• Secretary, Finance Department- Member
• State Mission Director, SBM-U- Convenor
• Director, Municipal Affairs- Member
• Any other members as may be co-opted by the committee. The functions of the State Level Advisory Committee (SLAC) under SBM-U shall be as Para II (i-xvi) of Notification of even number dated 19.04.2016.
Re-constitutes S-HPC for Swachh Bharat Mission The Urban Development Department in a notification has informed that the Government of Nagaland has re-constituted the State High Powered Committee (S-HPC) for the management of Swachh Bharat Mission (Urban) at the State level with immediate effect.
The S-HPC will consist of the following members: Chief Secretary- Chairperson ; Secretary, Urban Development Department- Vice Chairperson; Director, Urban Development & State Mission Director (SBM) - Member Secretary; Representative of Planning & Coordination Department- Member; Representative of Home Department - Member; Representative of Finance Department- Member; Representative of Housing Department- Member; Representative of School Education Department- Member; Representative of Tourism Department- Member; Representative of Health & Family Welfare Department- Member; Representative of PHE Department- Member; Representative of Municipal Affairs Department- Member; Representative of Ministry of Urban Development- Member; State Informatics Officer (SIO), NIC- Member; Administrators, KMC/DMC- Co-opted Members
The functions of S-HPC will include the following:-
1. Preparation, approval, and online publishing of State Sanitation Strategy (SSS) for Nagaland and City Sanitation Plan (CSP) for all cities covered under SBM (Urban).
2. Finalisation of the Concept Note of the Urban Sanitation Situation before submission to the SBM National Mission Directorate,
3. Empanelment consultants of repute and experience for:
• Preparation of DPRs under SBM
• Conducting independent review and monitoring during execution of projects
4. Empanel reputed Institutes like IITs, NITs, State Technical Universities etc for appraisal of DPRs.
5. Sanction projects relating to Solid Waste Management recommended by the ULBs.
6. Plan for additional resource mobilization.
7. Plan for fund flow in the short, medium and long term.
8. Recommend proposals for release of installments of funds for projects under the Mission.
9. Monitor outcome and O&M arrangements of projects sanctioned and completed under the Mission.
10. Review the progress of Capacity Building, IEC, and Public Awareness activities under the Mission and approve their annual action plan.
