Nagaland govt committed to achieve goal of Vikshit Bharat@2047: CM Rio

Nagaland Chief Minister Dr. Neiphiu Rio said the state government remains committed to concerted efforts across all sectors to achieve the nation’s goal of Vikshit Bharat@2047. Addressing the 77th Republic Day celebrations at the Civil Secretariat Plaza, Kohima, he highlighted the importance of human resource development.

Dr. Rio noted the completion of the in-service teachers’ training cum examination centre with residential facilities at Medziphema under NESIDS (OTRI) and related IT infrastructure, inaugurated during Union Minister Jyotiraditya M. Scindia’s visit in December 2025. The State Level Education Committee approved a three-month certificate course for language teachers in collaboration with Nagaland University.

Under the Department of Higher Education, construction is ongoing for the library at Sao Chang College, Tuensang, and the administrative building at Fazl Ali College, Mokokchung. The Nagaland Scholarship Nodal Cell has been set up to streamline scholarship governance. Guidelines on Coaching Centres 2025 have been approved to regulate safety, fees, teacher qualifications, and ethical practices. The technical education sector achieved NBA accreditation for three polytechnics, and Khelhoshe Polytechnic, Atoizu, is being upgraded to a degree college. An MoU with ARMS Incorporation-Japan is planned to boost employment for technical graduates. The Labour Department is setting up a skill center for the construction sector in partnership with CSDC.

The Department of Youth Resources and Sports is empowering youth and strengthening the sports ecosystem, with Nagaland hosting the 9th North East Youth Festival in March 2026, bringing together over 1,200 participants. The Women Resources Development Department continues production activities under the Myki Activities Project in apparel, accessories, and food processing.

Agriculture and Allied Sectors
Agriculture remains pivotal, engaging about 70% of the population. Over 2.38 lakh farmers benefited under PM-KISAN, with more than Rs 763 crore credited to their accounts. The Horticulture Department expanded 1,290 hectares under MIDH 2025-26. The State Level Nodal Agency inventoried 7,369 springs under PMKSY-WDC 2.0, covering 1,318 villages. Soil & Water Conservation inaugurated 12 biofertilizer units and a Command and Control Center under RKVY.

Animal Husbandry & Veterinary Services is vaccinating 60,000 bovines under NADCP and establishing nine meat production units. Fisheries is developing 10 hectares of water bodies under PMMSY, and Sericulture is promoting Eri silkworm rearing in five districts, benefiting 120 women. The Environment, Forests and Climate Change Department has notified over 200 community reserves covering 80,000 hectares. The Kohima Peace Memorial and Eco-Park, under the JICA-funded Nagaland Forest Management Project, was dedicated as a recreational and cultural landmark.

Rural Development, Tourism, and Welfare
Under MGNREGA, over 88 lakh person-days were generated, providing employment to 2.64 lakh households. Tourism continues to grow, with the Hornbill Festival recording 1,80,958 visitors in 2025. Key projects include Enopen Tourist Resort, Unity Plaza at Kisama, and plans for the Nagaki City tourist hub. The Social Welfare Department notified the Nagaland Juvenile Justice (Care & Protection) Rules 2025. Food & Civil Supplies achieved 100% online allocation and supply chain management.

Healthcare access expanded through Ayushman Bharat PM-JAY and the Chief Minister Health Insurance Scheme (CMHIS), with over 5.78 lakh PM-JAY/CHIS cards and 1.92 lakh CMHIS cards issued, and claim payouts exceeding Rs 450 crore.

Infrastructure and Power
PWD (R&B) is undertaking 11 road projects under NESIDS (205.92 km) and 56 projects under SASCI (463.05 km). PMGSY rural roads cover 545.12 km using eco-friendly FDR technology. NH-202 bridges and NH-29 improvement works are ongoing, with proposals to widen 244 km to two lanes. PWD Housing is constructing a G+2 demonstration housing project at Sematila Dimapur and a district office complex at Mokokchung. The Power Department upgraded the Nagarjan Sub-station to 350 MVA. Renewable energy plans include 5,000 solar streetlights and 200 solar water pumps.

PHED under Jal Jeevan Mission provided over 3.41 lakh functional household tap connections and continues rural sanitation efforts. The Motor Vehicles Department launched E-Challan services in December 2025. Urban Development secured $2 million from ADB to prepare infrastructure projects in 17 district headquarters, while Swachh Bharat Mission (Urban) 2.0 is remediating over 8.18 lakh metric tons of legacy waste.

Industries & Commerce is constructing individual worksheds for 154 weavers and implementing infrastructure under SASCI, including food processing incubation centers, a startup incubation center, and connectivity links. Geology & Mining is accelerating exploration, targeting two coal blocks by June 2026. DUDA continues to implement iconic projects across six eastern districts. The Art and Culture Department has developed children and adolescent libraries and digital infrastructure.

Nagaland’s disaster management capacity has been strengthened with the NSDMA’s ELIONA supercomputer for real-time high-resolution modelling of rainfall, atmospheric, landslide, and hydrology data.
