
Kohima, January 12 (DIPR): The Government has re-constituted the Departmental Promotion Committee (DPC) for all non-gazetted posts under various Departments, consisting of the following officers: Director Head of the Department- Chairman; Representative of the concerned Administrative Department not below the rank of an Under Secretary-Member; Representative of the P&AR Department not below the rank of an Under Secretary-Member; and One Senior Officer of the concerned Directorate not below the rank of Dy Director in charge of Administration-Member Secretary.
The DPC shall follow all normal rules and procedures for consideration of promotion cases. The Heads of Departments should ensure that promotion cases are always routed through the DPC expeditiously so that adhoc approach to officiating promotion is avoided.
The DPC, while considering cases for promotion, should invariably be guided by the following criteria: APARs for the previous 5 (five) years; Vigilance clearance from the State Vigilance Commission; Availability of clear vacancy; Completion of qualifying length of service as provided in the Service Rules; Confirmation/regularization of promotion in the lower grade by the DPC; Adherence to final seniority position.
