Nagaland govt reconstitutes committee to achieve 100% birth and death registration

Kohima, March 13 (MExN): With the objective of streamlining the Civil Registration System (CRS) and achieving 100% registration of births and deaths in Nagaland, the state government has reconstituted the Inter Departmental Coordination Committee (IDCC) on the Registration of Births and Deaths.

The Department of Economics and Statistics, through the state IPR update, stated that the modification comes as a partial modification to a previous notification from 2001, aligning with directives from the Office of the Registrar General of India (ORGI).

The newly formed State Level Coordination Committee (SLCC) will be chaired by the Chief Secretary of Nagaland. The Committee members include Home Commissioner, Development Commissioner, and Heads of Departments from School Education, Health and Family Welfare; Rural Development; Information, Technology & Communication; Social Welfare; Information & Public Relation Department; Municipal Affairs and Urban Development; Census Operation; and Economics & Statistics & Chief Registrar of Births & Deaths. The Director of Economics & Statistics will serve as the Member Secretary of the committee.

The primary mandate of the SLCC is to ensure the effective implementation of the Registration of Births and Deaths Act, 1969. With a focus on achieving 100% registration of births and deaths within the prescribed 21-day limit, the committee’s Terms of Reference (ToR) include facilitating smooth coordination among the Health Department, Local Bodies (Municipalities/Village Councils), Police, Revenue, and Education Departments for effective implementation of the Civil Registration System.

To organise regular training and workshops for CRS functionaries - including Registrars, Sub-Registrars, and Notifiers (including ASHAs, Anganwadi Workers, ANMs, etc.) to strengthen their understanding of roles and responsibilities.

The committee will also create awareness regarding the importance of timely registration of births and deaths for legal, administrative, and educational purposes; facilitate the transition to online registration, ensuring that CRS functionaries have access to computers, internet connectivity, and the online portal provided by the Office of the Registrar General of India (ORGI).

It will streamline the flow of information from medical institutions (hospitals/nursing homes) to the Registrar of Births and Deaths and ensure timely submission of reports to the Chief Registrar of the State, and analyze the annual and monthly reports of vital events, identifying areas with low registration rates and also resolve operational, logistical, and legal bottlenecks in the registration process.

It will meet at least once annually to review progress and formulate policy measures aimed at improving the efficiency of registration functionaries across the state, from the village level upwards.The IDCC among other things will also formulate policy matters on registration scheme and suggest necessary remedial measures to bring about improvement over various functions of registration officials.
