Dimapur | October 10 : The recent earthquake that devastated Sikkim has also jolted Nagaland state to launch its own state disaster response force (SDRF) to face any disaster, natural or man-made.
The training of the first batch of SDRF drawn from Alpha Company of the ‘Daring Ninth’ (9 IRB-NAP) was formally inaugurated on Monday at Central Training Institute (Home Guards & Civil Defence), Toluvi, with State Chief Secretary Lalthara as the chief guest of the inaugural programme.
The Chief Secretary in his address admitted that though the State has been talking of disaster management for a long time, it had remained only in paper as Nagaland did not have its own response force.
Lalthara said that with the phase-wise training in disaster management of personnel drawn from the five NAP (IRBs) -9th, 11th, 12th, 13th and 14th (Mahila), SDRF can soon take the lead in search and rescue operations.
He said that in a state like Nagaland which had witnessed years of turmoil due to insurgency, most people including police have the wrong concept that the duty of police is to maintain law and order and contain insurgency, and that they have no role in disaster management.
“Now that insurgency problem has ebbed, it is time for the police to go back to their basic duty-to help citizens. Disaster management is very much in nature of police job and helping people in times of need and distress is in the original charter of role of police,” he said.
The chief secretary also said that the state disaster management has got its own cell at the State Secretariat and that the government was planning to set up disaster management cells in all districts.
Later, the chief secretary launched the logo of the Nagaland State Disaster Management Authority (NSDMA).
Guests of honour, DGP Nagaland, K Kire and DG (Prison & Home Guards), O Alem, also spoke on the occasion. The state police chief said that by April 2012, the SDRF will have a force of 5,000 from the state police.
O Alem released the Home Guards training manual on the occasion.
Earlier, Director of Civil Defence and Commandant General, Home Guards, Nagaland, Michael Yaden in his opening remarks acknowledged personnel of National Disaster Response Force NDRF (BSF), Guwahati, for coordinating with the administration and the Civil Defence & Home Guards in mock exercises and drills.
Home Guards personnel also gave demonstrations on rescue operations in times of disasters. Commandant, Central Training Institute, N Itoshe Kibami chaired the inaugural function.
