Officers of the Nagaland Police Service (NPS) will go on mass casual leave on September 24. As per official sources, the move is in protest against the Nagaland government’s controversial proposal and reported decision to promote the incumbent DIG (Fire & Emergency Services) to the rank of Inspector General (IG).
The Nagaland Police Service Association, a collective of the Nagaland state police cadre, has maintained that the post of the IG (F&ES) was sanctioned as an “Ex-Cadre post” by the Nagaland government for the NPS cadre in November 2011. But according to the NPSA, till date, none from the NPS cadre has been given fulltime charge of the post, while officers of the rank of DIGP and above continue to be given provisional charge of the said post.
The NPSA has also raised objection to a purported move of the government to place a formerly Ex-cadre officer as the IG (F&ES). The association in its press statement on September 19 stated that a proposal for promotion of the incumbent DIG (F&ES) to IG (F&ES) was under consideration.
The unnamed officer, as per the NPSA, has achieved “extraordinary career progression” in less than 20 years and termed it as “unprecedented” comparable to that of the career progression of an IPS cadre officer.
Meanwhile, the NPSA issued a press release today informing all its members to “avail leave” and report mandatorily to Chumukedima for an emergency meeting on September 24. The release said that the meeting will discuss “the issue of the Government's decision to upgrade the incumbent DIG (Fire and Emergency Services) to the rank of IG (Fire and Emergency Services) and matters relating to Cadre Review.” Failure to attend the meeting will “lead to disassociation from the NPSA,” it added.
