Nagaland readies for Census 2027 first phase

Kohima, June 2 (MExN): The State Level Census Coordination Committee (SLCCC), chaired by Home Commissioner, Abhijit Sinha reviewed the preparedness for the first phase of Census 2027 at a meeting held at the Chief Secretary’s Conference Hall, Nagaland Civil Secretariat, Kohima, on June 2.

As per the DIPR report, during the meeting, Director of Census Operations and Director of Citizen Registration for Nagaland, Dr Keneilhoutuolie Miachieo presented a detailed PowerPoint presentation on the status of preparations for the House Listing Operation (HLO), scheduled to be conducted from July 1 to 30.

Dr Miachieo informed the committee that 6461 census functionaries have been appointed across the state. Training of Master Trainers, Field Trainers, Principal Census Officers, District Census Officers, Charge Officers, Supervisors and Enumerators has either been completed or is underway. A total of 130 Field Trainers have been trained, while training for 1010 Supervisors and 5124 Enumerators is scheduled to be conducted from June 8 to 25.

The committee was also briefed on awareness and publicity measures planned for Self-Enumeration (SE) and the House Listing Operation, including radio interviews, jingles and advertisements through print and electronic media. Dr Miachieo informed the members that messages from the Chief Minister, Governor, Chief Secretary and Home Commissioner are proposed to be aired through All India Radio to encourage public participation in the census process.

He further informed that media coverage and publicity during the Self-Enumeration phase will be carried out through the Department of Information and Public Relations (DIPR) and Press Information Bureau (PIB). The campaign will feature news coverage and public messages from key dignitaries, including the Governor, Speaker, Chief Minister, Deputy Chief Ministers, Council of Ministers, Chief Secretary, Director General of Police and Home Commissioner.

The committee was also informed about plans for social media outreach during the Self-Enumeration and HLO phases. Promotional videos are proposed to be produced through Dreamz Unlimited and disseminated via YouTube and Instagram, targeting both pan-Nagaland and district-specific audiences. The campaign will also engage social media influencers to strengthen district-level publicity and awareness.

Dr Miachieo also highlighted the distribution of census materials, postal arrangements for collection and delivery of census documents, manpower deployment, financial status, and the proposed release of funds for Phase I activities. He further briefed the committee on vehicle requirements and monitoring mechanisms to ensure the smooth implementation of census operations across the state.

The presentation highlighted compliance with decisions taken during the second SLCC meeting held on January 30, including notification of the HLO timeline, disbursement of funds to districts, status of manpower deployment, awareness programme for legislators and political party leaders, appointment of census functionaries and training initiatives.

The committee was briefed on the financial status and proposal for the release of funds for the first phase of the House Listing Operation. The proposal includes the engagement of Technical Assistants and Multi-Tasking Staff (MTS) for a period of three months, along with provisions for training, logistics, IT support and other operational requirements.

Deputy Commissioners from across the districts attended the meeting through video conferencing.
