The state’s department of Information Technology & Communication (IT&C), Government of Nagaland, India and eGovernance Academy of Estonia today signed a Memorandum of Understanding (MoU) for e-Governance Academy of Nagaland (e-GAN) in Nagaland.
This MoU was signed by KD Vizo, commissioner & secretary IT & C on behalf of Government of Nagaland, India and Arvo Ott on behalf of eGovernance Academy of Estonia during 4th e-Naga Summit here at NBCC Convention Centre. eGovernance Academy of Estonia is an independent non-profit organization initiated by United Nations Development Programme, Open Society Institute & Government of Estonia.
The MoU stated that Government of Nagaland represented by Department of IT &C is interested in establishing a specialized centre focused on e-Governance related activities called the e-Governance Academy of Nagaland (e-GAN) envisaged to be a high-end training and research establishment offering broad based e-governance related trainings and courses.
The academy will thus, also conduct research and provide consultancy for successful conceptualization and implementation of e-governance projects, contributing to promotion of digital culture at large.
Whereas the Government of Nagaland, India has approach eGovernance Academy, Estonia to provide advisory and technical knowledge for setting up eGovernance Academy in Nagaland, wherein the entire cost will be borne by the Government of Nagaland. Considering the fact that Estonia is a global leader in e-government operations and among top-ranking countries in e-Government Development and that, e-Governance Academy (eGA) of Estonia is a think tank and consultancy organization having expertise in creating and transferring knowledge about e-governance, e-democracy, cyber security etc.
Considering that the development of eGovernance and technical relations shall be of mutual benefit to both parties, desirous of strengthening cooperation between the two parties, particularly in the fields of Information Technology and eGovernance desiring to exchange knowledge and experience, and to strengthen bilateral technical cooperation.
The parties to this Agreement have determined that it is in their respective organizations' interest to work together to create the best chance of developing and expanding scientific collaboration on establishing eGovernance Academy in Nagaland, and in order to reach this goal the Parties will carry out the following:
(i) Organisation of eGovernance related seminars, workshops and courses of interest to both parties. (ii) Designing of curriculum, courses and prioritise requirements. (iii) Knowledge sharing (iv) Designing E-Learning platform. (v) Structuring of eGovernance Academy, Designing the organisation structure, HR policies and manpower requirement. (vi) Exchange programs for research workers, technologists, specialists and scholars. (vii) Other forms of cooperation as may be mutually agreed upon.
Regarding programme elaboration and other directions of collaboration, the purposes defined will be elaborated by special working plans, framed by the Parties. This agreement will be effective for a period of five years, the memorandum stated.
