The Nagaland Work-Charged and Casual Employees Regulation (First Amendment) Bill, 2024 was introduced in the 5th session of the 14th Nagaland Legislative Assembly (NLA) on August 27.
Nagaland’s Chief Minister Neiphiu Rio moved for introduction of this bill on the floor of the House and the consideration and passing of the bill is scheduled to be taken up on August 29.
In statement of object and reasons, Rio stated that the object of this Bill is to amend the Nagaland Work-Charged and Casual Employees Regulation Act, 2001 by inserting Chapter III A after Section 13, of the Chapter III of the principal Act to regulate the appointment and service conditions of the Operation and Maintenance Staff under the Public Health Engineering Department (PHED) and Power department.
The financial memorandum stated that the implementation of the Nagaland Work-Charged and Casual Employees Regulation (First Amendment) Bill, 2024, does not involve any recurring or non recurring expenditure from the consolidated fund of the state of Nagaland.
On memorandum of delegated legislation, Rio stated that Nagaland Work-Charged and Casual Employees Regulation (First Amendment) Bill, 2024 delegates power to the Work-Charged and Casual Employees Commission to make rules and regulations.
Delegation of power is of normal nature, the chief minister stated.
