‘Nagaland’s adult literacy prog not up to the mark, SSA successful’

The need to improve upon the working system for successful implementation of various schemes and programmes under the School Education department has been stressed on at the one-day refresher course on communitisation of elementary education and mid-day meal scheme held here today at the Zonal Council Hall.

Nipusilie Angami, Director of School Education, said the programme is designed to sensitise and refresh the officers once again for smooth implementation of the various schemes and programmes under the department. In this regard, he asked the officers from all over the state (SIS’, DIS’, DEOs and Nodal Officers) to be very serious and not to attend just for the sake of training. “Let us learn and keep it ourselves for implementation,” he said.

The DSE also called for successful implementation of the Mid-Day Meal scheme and to submit the utilisation report in time. He further sought cooperation from the private and central schools and at the same time asked the concerned DEOs to report those private schools/central schools which were found not cooperating with the department.

Stressing on the need to maintain unity among the department’s officers, the Director added, “We cannot do anything without unity.” Nipusilie also said that “unless internal problem is solved by us, education department is not going to shine”. He further informed that under the communitisation programme, an award would be conferred to the best performing VEC, for which 11 VECs had been recommended.

Also addressing the gathering, Joint Secretary for School Education Angau I Thou said, “The success and failure of communitisation programme rest on you,” and for which, she said, the concerned officers have to know the importance of the programmes and its implementation. Stating that the role of the SIS’ is to monitor and supervise the schools, she requested the nodal officers and DEOs to make the best use of SIS’ and see that the communitisation programme is implemented in letter and spirit.

The SIS’ are the most important person in the field of education, Angau Thou said, and questioned whether they were living up to that mark. Stating that a big task lies ahead of them, she asked them not to sit idle but to go to school and learn the problems so that the plans fetch success. Referring to the advice and wisdom that the parents expect from officers, she also felt that the SIS’, DIS’ and DEOs must sit together and see that the dreams of children are implemented.

We cannot just march forward without quality education, the Joint Secretary said adding, “We have to try our best to give quality education.” Quality education cannot start in the classroom alone; it cannot be just decided in a small fragment; it has to be emerged from bottom to head, she said. Thou further asked the officers not to play truant, but to rise to the occasion to give quality education to children. She also asked the DEOs to give the monthly expenditure statement, while cautioning that on failure to do so, action would be taken. Thou expressed regret that many officers are yet to submit the GPR related to the Mid-Day Meal scheme.

Referring to the adult literacy programme in Nagaland, she regretted that it was not upto the mark. Out of 8 districts, five districts are yet to submit utilisation certificate for adult literacy programme. She, however, maintained that the SSA is successful in Nagaland and acknowledged the officers for the progress being made.

The resource persons at the refresher programme included Joint Directors K J Lohe and B Tingshem, P M Jami, senior accounts officer, and Nukshilepba Jamir, Additional Director. Earlier, the function was chaired by N Khevito Sema, Additional Director for School Education.
