The Government of India is all set to put up a proposal to the NSCN (IM), according to Union Home secretary GK Pillai. Talking to a local newspaper in Imphal before his departure for Delhi on Sunday, GK Pillai said that New Delhi would be presenting a ‘comprehensive’ proposal to the NSCN (IM).
What the proposal is, was not specified. On the said ‘proposal’ of New Delhi to the NSCN (IM), GK Pillai said that it would depend on the NSCN (IM) leadership whether the said proposal would work. “The Constitution of India is not inflexible. Certain provisions of the Constitution may be amended if required to grant autonomy in such areas as finance, culture etc. and the proposal drafted is awaiting approval of the Union Cabinet,” reported the newspaper quoting GK Pillai.
Meanwhile, according to the local newspaper the Union Home secretary said that the ongoing dialogues between the Government of India and the NSCN (IM) has made a substantial progress. However, GK Pillai affirmed that the territory of Manipur would not be disturbed under any circumstances with respect to the ongoing talks between the Government of India and the NSCN (IM). “The two sides have come to an understanding for an autonomy under the Constitution of India,” according to GK Pillai as reported in the Imphal-based newspaper.
