NFHRCC urges NPWD and contractors to expedite Foothills Road construction

Dimapur, October 5 (MExN): The Nagaland Foothills Road Coordination Committee (NFHRCC) has once again urged the Nagaland Public Works Department (NPWD), Roads & Bridges, to impress upon the contractors engaged in all 17 work orders to expedite the ongoing Foothills Road construction works within the stipulated 12-month period ending December 18, 2025.

According to a press release from the NFHRCC Media Cell, a similar appeal was earlier made to the contractor firms in April 2025. 
The Committee further appealed to the State Government to release funds commensurate with the percentage of work completed, without any bias or prejudice, and to strictly ensure timely completion of the project.

As per records officially communicated by the PWD (R&B), most of the 17 contractors have received substantial bill payments as of September 8, 2025, except for two with nil disbursement.

Stating that the dry working season had already begun, the Committee reminded both the contractors and the concerned department that complacency in this “people’s project” cannot be taken for granted. It also urged the Department to begin projecting the second phase of the SASCI loan grant Detailed Project Report (DPR) covering the remaining divisions — particularly the Merapani/Changpang sector under Baghty Division, Jangpetkong area under Mangkolemba Division, and the entire stretch under Peren Division, so that works could commence at the earliest.

On the issue of the 30-metre (100 ft) Right of Way (ROW) No Objection Certificate (NOC) required by the Ministry of Road Transport and Highways (MoRTH), the NFHRCC informed that its officials met the Secretary of MoRTH in New Delhi on August 21. 

The Committee subsequently held meetings with the Chief Secretary of Nagaland and the Deputy Chief Minister in charge of Planning & Transformation and National Highways to discuss the status of the highway and to ensure better coordination among all stakeholders for successful implementation.

Further, the NFHRCC urged the State Government to strongly advocate with the Union Ministry for the possibility of linking the proposed Nagaland Express Highway (Foothills Road) with the Arunachal Frontier Highway in the east and from Khelma to the existing National Highway No. 137 in Dima Hasao District of Assam and Tamenglong in Manipur.

Meanwhile, the Committee lamented that despite repeated requests for an appointment to clarify certain issues related to the Foothills Road Project, it has not been able to meet the Chief Minister of Nagaland. “Perhaps due to other priority engagements,” it stated, while expressing hope for an early appointment to facilitate further discussion and coordination on the matter.
